The Systems Analyst performs a wide variety of analysis, design, configuration, testing, scripting, installation, integration, maintenance, operational support, troubleshooting, and training tasks for the City’s computer systems. This professional level, technical position requires continuous learning of new technical skills and client information processes.

- Design, develop, configure, test, implement, and oversee technology applications, systems, database management, and interfaces.
- Maintain thorough knowledge of the City’s software applications and general understanding of all supported applications to identify, analyze, document, and implement customer needs.
- Work directly with staff from various departments to analyze current system capability, resolve problems, determine new system features, and review new system features.
- Write and maintain data report programs based on internal customer needs.
- Design, develop a variety of applications, procedures, reports, scripts, and interfaces; maintain records and documentation for assigned area of responsibility.
- Develop scope of work for new programs, modifications and/or enhancements to existing applications and implement them following system requirements and departmental needs.
- Coordinate with third‑party application vendors for release upgrades, failure resolution, specification definition, and training scheduling.
- Ensure maximum system availability, including occasional weekend or evening work to install system and application changes.
- Perform periodic systems performance analysis and report findings to the Applications Manager.
- Use operating system tools to execute processes efficiently; examples include project management tools, web services, queries, ad‑hoc reporting tools, programming languages, and Microsoft Office tools.
- Identify backup requirements for applications, programs, and data and communicate needs to appropriate IT personnel.
- Research, develop, and define preliminary networking and computer equipment requirements to support new or enhanced applications.
- Assist with computer operations for IT staff and IT clients.
- Identify training needs, coordinate, and perform training.
- Prepare time and cost estimates for proposed projects with substantial financial impact on the City.
- Assist with vendor and product selections affecting the City budget and process effectiveness.
- Occasionally perform delegated duties in the absence of the Applications Manager.
- Work within the defined IT support structure to achieve efficient technology implementation, service, and operations.
- Perform other duties as assigned.

- Required:
4‑Year/Bachelor’s Degree in Information Systems or a closely related field.
- Required:
3 Years of analyst experience, in addition to any experience used to satisfy the education requirement. - Equivalent combinations of experience may substitute for education on a year‑for‑year basis.
- Required:
Valid driver’s license.
- Principles of project management and analysis/design of business applications and processes.
- Ability to analyze business processes and recommend technology to improve efficiency and data integrity.
- Knowledge of computer hardware, related equipment, and software packages.
- Knowledge of database design and implementation techniques.
- Problem‑solving skills.
- Ability to develop and write data reports using proprietary reporting tools and Microsoft SQL Server Reporting Services.
- Ability to write database queries using proprietary tools and SQL.
- Abstract thinking applied to programming and analysis.
- Effective communication and collaboration with IT clients and staff.
