JOB GOAL
Manages the County Road Department; plans, organizes, directs, and coordinates the activities of professional, supervisory, administrative support, and semiskilled and skilled employees involved in the administration, planning, maintenance, design, and construction of county roads, drainage, and right of ways.
To provide engineering assistance and advice to the Commissioners Court and other county departments. Manage the review of all construction plans in the county for compliance with Angelina County Rules and Regulations, in accordance with State law. Develop and maintain relationships with numerous counties and State agencies. Perform functions as necessary with committees and boards. Manage the design and construction of public projects—review county subdivision plats.
Periodically review and recommend updates/new items to Orders approved or proposed by the Commissioners Court.
Applicants must meet the minimum qualifications required by the Texas Department of Transportation (TXDOT) for its district engineers. A copy of TXDOT’s District Engineer Job Description, including required qualifications, is attached to this Job Description as Exhibit “A” and incorporated by reference. Additional qualifications required by Angelina County are listed below.
TRAINING/EXPERIENCEA job-related bachelor’s degree in engineering, such as Civil or Construction Engineering.
State of Texas licensed professional engineer (PE).
Safety Impact Certificate or the ability to obtain.
Five or more years of professional engineering experience in planning, construction, and maintenance of roads/highways/streets, with an extensive background in road drainage systems, people management, budgeting, and public relations.
Possession of a valid Texas driver's license.
Must maintain a current PE license with Continuing Education Credits.
DEMONSTRATEDSKILLS AND ABILITIES
Knowledge of a wide range of medium and heavy equipment construction techniques in county or municipal operations. Knowledge of both state and federal OSHA standards is beneficial, as is a working knowledge of AutoCAD and ARC Map.
Ability to develop and monitor the annual budget for the Road Department.
Ability to estimate construction and maintenance costs related to engineering projects and road improvements.
WORK REQUIREMENTSWork is performed both in an office setting and outside. An outdoor work environment may involve exposure to extreme temperatures, adverse weather conditions, moving machinery, noise, dust, vibrations, and fumes.
PHYSICAL REQUIREMENTSMust be able to sit, stand, and walk.
Must be able to walk on uneven or unstable ground, such as construction sites.
Must be able to perform moderate lifting (50 lb.), if necessary.
SAFETY TRAINING REQUIREMENTSFirst Aid/CPR, Bloodborne Pathogens, Fire Extinguisher Use and Operation.
PERFORMANCE RESPONSIBILITIESThe county engineer will be responsible to the Angelina County Commissioners Court for the efficient and economical construction and maintenance of all county construction-related projects and improvements within Angelina County, Texas. The county engineer/road engineer, in this regard, shall have all of the powers and duties specified in Section 252.309 of the Texas Transportation Code. A copy of this statute is attached to this Job Description as Exhibit “B” and incorporated by reference.
The Angelina County Commissioners Court may require additional responsibilities and duties related to engineering design and construction.
