This role is available
for 3 years. Internal candidates who are permanent employees of Luton Council will be appointed on a secondment basis, while external candidates and other eligible applicants will be appointed on a fixed-term contract
for 3 years.

What You’ll be doing

The Council is looking for a proactive and community-focused Waste Compliance Officer to help improve waste storage, collection and recycling practices across the local area.

Working under management direction, the role will involve identifying areas where poor waste storage or disposal practices are recurring and working directly with residents to improve compliance. This will include providing advice and education on appropriate waste storage, collection requirements, recycling and ways to reduce household waste.

The role will also involve assessing households where there are difficulties with off-street bin storage or transferring bins for collection, making recommendations for alternative waste collection arrangements where appropriate, and taking enforcement action when necessary.

The successful candidate will work proactively with residents to address issues such as excessive side waste, bin contamination and waste left on the street. The role will focus on encouraging residents to recycle and reuse more, reduce the amount of waste sent to landfill and maintain appropriate waste presentation .

Where education and engagement do not achieve compliance, the postholder will support or undertake appropriate enforcement action under relevant environmental legislation. Accurate records and evidence will also need to be maintained to support performance monitoring and any potential legal action.

This is a varied, community-facing role suited to someone who is confident communicating with members of the public, able to deal with challenging situations professionally and committed to improving the local environment and waste services.

What we’re looking for About you

You will be a confident and proactive individual with experience of dealing with customers face-to-face, by telephone and in writing, with the ability to communicate sensitively, professionally and effectively. Experience with in a regulatory, enforcement or local authority environment would be desirable, along with knowledge of waste management requirements or relevant legislation.

You will be organised, able to work independently, use your initiative and maintain accurate records. You will have strong communication skills and be able to remain calm and assertive when dealing with challenging situations, while encouraging residents to achieve compliance. Good IT skills, including experience using Microsoft packages, are essential.

You will also need to be comfortable undertaking site visits and assessments across the Borough and walking for extended periods as part of the role.
