Luton Borough Council is in search of a seasoned Interim Senior Commissioning Manager to spearhead significant commissioning initiatives within Adult Social Care, with a strong emphasis on the Older People, Care Home, and Extra Care Housing sectors. This pivotal role demands a senior commissioner with proven expertise in Care Home commissioning, Extra Care market development, contract formulation, and crafting business cases for new projects and developments.

The chosen candidate will manage intricate commissioning programs, supervise performance and contract management, and collaborate with health, social care, voluntary, and community partners to enhance resident outcomes.

• Spearhead the creation, execution, and monitoring of commissioning strategies and plans.
• Oversee all phases of the commissioning cycle, from needs analysis to implementation and review.
• Innovate sustainable service models within Adult Social Care.
• Lead large-scale commissioning projects for Older People's and Working Age Adult Services.
• Direct Care Home and Extra Care Housing commissioning efforts.
• Formulate service specifications, contract documents, and commissioning frameworks.
• Develop business cases for:
  • New Care Home developments
  • Extra Care Housing schemes
  • Service redesign initiatives
  • Market development strategies
• Conduct market analysis, engage providers, and plan for sustainability.
• Lead complex transformation and service enhancement programs.
• Conduct service reviews, needs assessments, and value-for-money evaluations.
• Formulate and execute commissioning intentions and plans.
• Manage complex projects and commissioning work streams.

• Monitor provider performance and ensure contractual compliance.
• Develop performance frameworks focused on outcomes.
