Position Overview

BWXT Advanced Technologies is seeking a Strategic Sourcing Specialist for its Lynchburg, VA location.

The role supports first‑of‑a‑kind government and commercial contracts and innovative research and development programs. The position is based at the BWXT Innovation Center and will travel up to 20% of the time.

Your Day To Day As a Strategic Sourcing Specialist
  • Cradle‑to‑grave contract administration, including non‑disclosure agreements, negotiation of terms and conditions, management of deliverables, and compliance with U.S. government contracting flow down requirements.
  • Manage the execution of subcontracts for materials, equipment, supplies and services of a highly specialized and complex nature through all phases of the program lifecycle.
  • Evaluate, negotiate, and manage assigned subcontracts to achieve project specifications, quality, budget, schedule and earned value requirements.
  • Author, manage and influence critical path releases of Statements of Work (SOWs) and plans to align with required schedules.
  • Provide guidance on financial and contractual matters pertaining to subcontracts.
  • Review proposals, analyze results and determine negotiation plans and strategies, addressing exceptions to flow downs and BWXT terms and conditions.
  • Develop comprehensive supplier contractual and strategic relationships to address cost, business risk, and supply continuity.
  • Complete Purchase Order administration duties, including issuance, revision management, claim resolution, and discrepancy settlement.
  • Monitor subcontractor performance and initiate corrective action if performance falters.
  • Execute contract modifications in response to changing requirements; and perform close‑out activities.
  • Track open orders and report status.
  • Carry out in‑depth cost breakdown analysis and negotiate lowest Total Cost of Ownership (TCO) within the supply base.
  • Identify, manage, elevate, and mitigate supply‑based risks throughout the procurement lifecycle.
  • Visit and monitor performance of suppliers.
  • Lead Supplier Business Reviews to build the strategic relationship with preferred suppliers.
  • Formally document procurement files in accordance with government‑compliant purchasing system requirements and BWXT processes.
  • Lead the execution of the local sourcing strategy and deliver a competitive advantage by driving strategic supplier initiatives, selection, development, and consolidation.
  • Schedule and lead meetings with project management office (PMO), subcontractors, and other stakeholders to facilitate communication and coordination of subcontractor actions.
  • Partner with other functional groups, including legal, contracts, PMO, QA, risk management, and finance.
  • Participate in the support of new business and in the development of financial plans for the company.
Required

Minimum Qualifications
  • Bachelor’s degree in business, supply chain management, or a technical‑related field plus 10 years of relevant supply chain experience.
  • OR a high school diploma/equivalent plus 20 years of relevant supply chain experience.
  • Excellent interpersonal, communication, and negotiating skills.
  • Must be detail oriented, organized, and flexible.
  • Proficiency in Microsoft Office Suite.
  • Ability to apply sound business judgment, set priorities and de‑conflict multiple demands.
  • Must be a U.S. citizen with no dual citizenship.
  • Must be able to obtain and maintain a U.S. Department of Energy (DOE) or U.S. Department of Defense (DOD) clearance.
Preferred Additional Qualifications
  • Previous experience with negotiating terms and conditions in support of FAR/DFAR based contracts.
  • Previous experience supporting manufacturing operations.
  • 10 years’ experience in a supply chain role with a prime contractor in support of government funded contracts.
  • Strong working knowledge of SAP or similar ERP platforms.
