Position Overview
BWXT is seeking a Strategic Sourcing Specialist for its Lynchburg, VA location. The role is integrated within the Advanced Technologies group, based at the BWXT Innovation Center (BIC), and supports first‑of‑a‑kind government and commercial R&D contracts. The position requires occasional travel, estimated at up to 20% of the time.

Day‑to‑Day Responsibilities- Cradle‑to‑grave contracts administration, including NDAs, negotiating terms and conditions, managing deliverables, and ensuring compliance with U.S. government contract flow‑down requirements.
- Manage execution of subcontracts for materials, equipment, supplies, and services throughout all phases of the program lifecycle.
- Evaluate, negotiate, and manage assigned subcontracts to meet each project’s specifications, quality, budget, schedule, and earned value requirements, ensuring timely delivery of all deliverables.
- Author, manage, and influence critical path releases of Statements of Work (SOWs) and plans to align with required schedules and subcontractor lead times.
- Provide guidance on financial and contractual matters pertaining to subcontracts.
- Review proposals, analyze results, and determine negotiation plans/strategies, addressing any exceptions to flow‑downs, specifications, or BWXT terms.
- Develop comprehensive supplier contractual and strategic relationships to address cost, business risk, and supply continuity.
- Complete purchase‑order administration duties, including issuance, revision management, claim resolution, and discrepancy settlement.
- Monitor subcontractor performance and initiate corrective action if performance falters; execute contract modifications and perform close‑out activities.
- Track open orders and report status as required to support business needs.
- Carry out in‑depth cost‑breakdown analysis and negotiate lowest total cost of ownership (TCO) within the supply base.
- Identify, manage, escape, and mitigate supply‑based risks throughout the procurement lifecycle to support government contract requirements, operational goals, and business strategy.
- Visit and monitor supplier performance as necessary.
- Lead supplier business reviews to build strategic relationships with preferred suppliers.
- Formally document procurement files in accordance with government‑compliant purchasing system requirements and BWXT processes.
- Lead execution of the local sourcing strategy, driving strategic supplier initiatives, selection, development, and consolidation to ensure optimal business performance.
- Schedule and lead meetings with project management office (PMO), subcontractors, and other stakeholders to facilitate communication and coordination.
- Partner with other functional groups, including legal, contracts, PMO, QA, risk management, finance, and others.
- Participate in new business support and develop financial plans for outsourced portions of projects.
- Perform other duties as assigned.
Minimum Qualifications
- Bachelor’s degree in business, supply chain management, or a technical‑related field plus 10 years of relevant supply‑chain experience; OR high school diploma/equivalent plus 20 years of sourcing experience.
- Detail‑oriented, organized, and flexible.
- Ability to set priorities and de‑conflict multiple demands.
- Ability to apply sound business judgment.
- Excellent interpersonal, communication, and negotiating skills.
- Proficiency in Microsoft Office Suite – Outlook, Excel, Word, PowerPoint, SharePoint.
- U.S. citizenship required.
- Must be able to obtain and maintain a U.S. Department of Energy (DOE) or U.S. Department of Defense (DOD) security clearance.
- Previous experience supporting manufacturing operations.
- Strong working knowledge of SAP or similar ERP platforms.
- Previous experience negotiating terms and conditions in support of FAR/DFAR‑based contracts.
- 10 years’ experience in a supply‑chain role with a prime contractor on government‑funded contracts.
