Position Overview
The Category Manager manages procurement processes and oversight for capital projects, ensures compliance with federal, state, and contractual requirements, and oversees contractor performance. Additionally, it provides strategic oversight of commercial lease agreements, acting as the primary point of contact for lease administration and negotiations. The position requires close collaboration with internal stakeholders, including legal, finance, engineering, and operations teams, to align procurement strategies with organizational objectives.
Location:
On-site in Lynchburg, VA
- Partners with internal stakeholders—such as Industrial Engineering, finance, legal, and operational teams—to assess procurement needs and determine the most effective sourcing strategy.
- Develops and issues Requests for Proposals (RFPs) and bid documents to solicit competitive bids from qualified vendors.
- Collaborates with regulatory and compliance teams to ensure adherence to procurement policies and applicable federal/state regulations.
- Works closely with project managers and legal teams to monitor contractor performance, ensuring compliance with contract terms, including change orders, delays, claims, and settlements.
- Maintains thorough records on contract administration actions and collaborates with finance teams to resolve contractor payment inquiries.
- Facilitates coordination between suppliers and operational teams to address post-project completion issues efficiently.
Capital Project Oversight:
Provides oversight of capital projects, including major equipment acquisitions and construction initiatives, working alongside facilities engineers and procurement specialists to align investment decisions with organizational goals.
Minimum Qualifications
- Bachelor’s degree in Business Administration, Supply Chain Management, or a related field.
- 10 years of experience in procurement with a focus on capital equipment, and construction projects. Similar experience in other related fields may also be considered.
- Demonstrated ability to set personal and project priorities and be highly organized in daily and long-term planning and execution.
- Proven success effectively tracking and maintaining complex schedules.
- Detail oriented with strong interpersonal skills, including the ability to use sound judgement and discretion when working with sensitive information.
- Excellent communication and experience with negotiating terms and conditions in support of FAR/DFAR based contracts.
- Basic Microsoft Office suite skills.
- Ability to work independently, manage multiple tasks simultaneously, and handle multiple priorities.
- Must be a U.S. Citizen with no dual citizenship.
- Must be able to obtain and maintain a U.S. Department of Energy (DOE) security clearance.
- Advanced Microsoft Excel and PowerPoint skills.
- Strong working knowledge of SAP or similar ERP platforms.
- Experience with MRO goods and supplier contracts.
- Certification in Supply Management/Sourcing/Procurement.
- Six Sigma Green Belt or Black Belt certification.

Pay: $85,000- $134,000
The base salary range for this position in Virginia (US-VA) at the start of employment is expected to be between $85,000 and $134,000 per year. However, the base salary offered is based on local job market factors, and may vary further depending on factors specific to the selected job candidate, such as job-related knowledge, skills, experience, and other objective business considerations.
