Position: Pavement and Bridge Program Manager (Engineer 4 Trainee Eligible)*

Become Our Pavement and Bridge Program Manager and Drive Engineering Excellence!

As our Pavement and Bridge Program Manager, you’ll take on advanced-level professional engineering and project supervision work in both office and field environments, supporting the planning, design, management, and construction of a wide variety of public works projects. You’ll receive assignments from a higher-level engineer and apply your independent professional judgment to define each project, determine the best methods to address complex situations, assign project components to lower-level staff, and professionally certify the results.

Working under the general direction and coordination of a higher-level professional engineer, you will also regularly supervise lower-level staff, including professional engineers.

This position manages specific individual projects as assigned and manages the City Engineering Division Programs for:
1) Pavement Management;
2) Pavement Maintenance;
3) Railroad Crossings and Railroad Quiet Zones;
4) City of Madison Bridge Program.

It is our goal to hire a licensed Professional Engineer who is certified by the Wisconsin DOT certification for Bridge Safety Inspection as the Inspection Team Leader. This position is trainee-eligible and we would be open to considering applicants that meet trainee-level qualifications. Employees in a trainee role participate in a training and career progression program. An individualized training program developed for the Trainee will provide for classroom and on-the-job training to allow for and guide advancement from an Engineer Trainee Level 1 to an Engineer 4.

Initial placement in the trainee progression is determined based on training and experience at time of hire.

  • Trainee Level 1 (Engineer
    2) - $76,903.32 – $91,258.70/year (CG18, R08)
  • Trainee Level 2 (Engineer
    3) - $83,478.98 – $/year (CG 18, R10)
  • Engineer 4 - $91,258.70 – $/year (CG18, R12)

Completion and passing score on the Professional Engineer Exam in the State of Wisconsin is required within six (6) months of hire, for either trainee level. Possession of a valid certificate of registration as a Professional Engineer in the State of Wisconsin (or eligible for reciprocity) is required to be hired as an Engineer 4.

An Engineer Trainee Level 1 is expected to complete the full training program in three (3) years. Upon successful completion, the position will be reclassified as an Engineer 4.

Employees may be eligible for loan forgiveness through the Public Service Loan Forgiveness Program.

Pavement Management Engineer
  • Rate all the city streets, alleys and bike paths biennially.
  • Maintain a pavement rating database for the City and submit to the State DOT as required for Wisconsin Information System for Local Roads (WISLR).
  • Determine and create 5 year plans for the street resurfacing, reconstruction, concrete pavement replacement and pavement maintenance programs.
  • Calculate the yearly budget for resurfacing, reconstruction and pavement maintenance programs for the capital budget.
  • Investigate and recommend how to best remedy pavement quality issues.
  • Monitor new technologies and implement as necessary.
  • Lead coordination of the resurfacing program with other City agencies and assist in the preparation of plans and specifications for the pavement contracts.
  • Work with the Streets division to repair and patch streets as needed.
  • Oversee implementation of new tools and technology to modernize pavement condition data collection and analysis.
