Job PurposeThe Payroll & Compliance Manager oversees all multi-state payroll operations, 401(k) plan administration, and regulatory compliance while leading and developing a high-performing team. This role ensures accuracy, data integrity, and adherence to federal, state, and local requirements; drives process improvements; manages escalations; and supports alignment across payroll, benefits, and HCM initiatives, all in service of FAC’s mission and values.
Primary Responsibilities Management- Ensure engagement and commitment to FAC’s Mission and Values.
- Drive growth with goals and objectives and by providing timely guidance and feedback on roles, responsibilities, and performance.
- Provide support and coverage for direct reports during their absences, ensuring continuity of operations and maintaining productivity by managing their tasks and responsibilities.
- Partner with HCM Product Owner and team to ensure alignment across initiatives impacting payroll, benefits, and the HCM technology.
- Oversee multi-state payroll operations, tax filings, reconciliations and audits ensuring accuracy, compliance, and exceptional customer service.
- Develop, document, and continuously enhance payroll processes and procedures, identifying opportunities to streamline workflows, improve accuracy, and strengthen internal controls.
- Serve as the primary escalation point for payroll issues and inquiries.
- Lead payroll-related projects and process improvements for efficiency and accuracy.
- Ensure compliance with all federal, state, and local payroll regulations.
- Oversee payroll administration for programs such as expense reimbursements and stipends.
- Stay current on payroll practices and regulatory changes; communicate updates to the team.
- Ownership of consistent, tailored payroll communications to FAC and client firms.
- Serve as payroll back up when needed.
- Oversee day-to-day operations of the 401(k) plan.
- Oversee and support the annual 401(k) audit, ensuring timely and accurate completion.
- Maintain strategic partnerships with plan consultants, providers, Investment Committee, and lead Retirement Plan Administrative committee.
- Collaborate with leadership to review plan design, recommend improvements, and implement changes.
- Conduct regular evaluations of recordkeepers and advisors to ensure service quality and cost-effectiveness.
- Ensure timely and accurate completion of all compliance filings, reporting requirements, and annual notices.
- Partner with our broker to develop and maintain an annual compliance calendar, including key deadlines and communications.
- Provide training and education to managers and employees on compliance policies and requirements.
- Conduct regular internal audits and partner with external auditors to identify and mitigate compliance risks.
- Partner with ES Managers to maintain data integrity and ensure compliance across all systems and processes.

Education and Experience- A Bachelors degree in Accounting, HR, Business Administration or equivalent education in a related field.
- 5+ years of payroll administration in a complex, multi-state environment, auditing, compliance.
- 2+ years in a leadership role preferred.
- Knowledge of HR processes, policies, procedures, and legal and regulatory requirements.
- Experience in managing and administering 401k plans.
- Experience with compliance requirements of self-insured insurance plans.
- Knowledge of ERISA, ACA, IRS and DOL Regulations.
- Experience with HRIS and payroll systems (Dayforce experience a plus).

- Excellent communication and interpersonal skills;
Ability to effectively communicate with all levels of the organization. - Strong knowledge of ACA, COBRA, ERISA, EEO, Annual compliance requirements.
- Ability to handle sensitive and confidential information with discretion and maintain a high level of professionalism.
- Ability to work under limited direction.
- Exceptional attention to detail to ensure accuracy and completeness of documentation.
