Duties
* analyzes requirements and establishes plans of action for improving it applications.

* plans and develops methods, procedures, policies, and techniques concerning telecommunication systems.
* may serve in a liaison capacity between contractors and wing officials to resolve a wide variety of conventional problems involving high value telecommunication systems. Develops implementing instructions.

* participates in discussions, meetings, conferences, committees or special projects.

* conducts travel to and from offsite worksite(s) from the normal work area to perform assigned duties. This may include operating locations (ol) and/or geographically separated units (gsu). Due to distances involved, travel may involve one or more overnight stays.
* must be certified iaw dod 8570.01-m, federal information security management act of 2002, clinger cohen act of 1996 and current af directives. Minimum requirements are specified in the most recent 8570 pd template on the a3cc page of the gko portal at (Use the "Apply for this Job" box below).
* must be able to obtain and maintain the appropriate security clearance of the position.
* ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
* irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
* this position conducts information assurance functions. The incumbent shall comply with the requirements of the certification program and will be required to obtain and maintain certification. Certification requirements are outlined in dod instruction 8570.01-m8.
* this position is designated as essential personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Head of agency requests to exceed 14 days in a calendar year must be approved in advance by the national guard, director of manpower and personnel (ngb-j1).
* federal employment suitability as determined by a background investigation.
* may be required to successfully complete a probationary period.
* participation in direct deposit is mandatory.
* may be subject to furlough actions.
* acceptance of a federal position may terminate tricare tricareeligibility.
* males born after 31 december 1959 must be registered for selective service. Qualifications general experience : experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.
Specialized experience : to qualify at the gs-11 level, you must have at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience establishing and carrying out it projects based on program goals and objectives. Candidate has experience allocating it resources to include hardware and software.
Experience interpreting policy and regulations. Candidate can clearly and concisely explain policy and regulations to higher level leadership. Candidate must have experience conducting meetings with relevant stakeholders. Education substitution of education for specialized experience - at the gs-11 level, a ph.d. Or equivalent, or 3 years of progressively higher level graduate education leading to such a degree.
