Position Overview

The Contracts Manager oversees the development, negotiation, administration, and financial tracking of construction contracts supporting projects such as highways, bridges, transit facilities, and municipal roadways. This role ensures that contractual obligations are clearly defined, risks are minimized, and projects comply with federal, state, and local regulations and company policies and procedures. The ideal candidate understands transportation delivery methods, public procurement, multi‑agency coordination, and contract‑based financial controls.

Key Responsibilities (Essential Duties & Functions) Contracts Administration
  • Supervise, manage and direct Contract Administrator, Assistant Contract Administrators, and Hotel Administrator.
  • Manage accurate and organized contract documentation throughout the project lifecycle.
  • Review and negotiate contracts for construction projects, collaborating with company law group.
  • Track milestones, deliverables, change orders, claims, and compliance with requirements.
  • Oversee contract modifications, extensions, and close‑out procedures.
  • Maintain prequalifications with DOT and other agencies.
  • Ensure all parties meet contractual obligations and performance standards.
  • Monitor contract budgets, cost forecasts, and financial performance across multiple transportation projects.
  • Manage the job lifecycle of all construction projects, including importing of jobs from bidding software to accounting software, processing subcontractor payments, billings to customers, reconciling quantities and calculating escalation.
  • Review and validate contractor pay applications, progress payments, and supporting documentation. Track financial impacts of change orders and claims.
  • Lead the revenue recognition process, ensuring accuracy and compliance.
  • Manage annual and job‑specific subcontractor documentation.
  • Maintain audit‑ready financial records aligned with federal and state transportation funding standards.
Project & Stakeholder Coordination
  • Work closely with project managers, estimators, company management team and government agencies.
  • Support bid preparation and procurement processes.
  • Serve as the primary point of contact for contract‑related inquiries from contractors, subcontractors, and regulatory bodies.
  • Coordinate with DOTs, transit authorities, local municipalities and other customers.
  • Various other duties as assigned or required by VP, Construction.
Risk & Compliance Management
  • Support claims management, dispute resolution, and negotiation of settlements.
  • Ensure compliance with bonding, insurance, safety, and environmental requirements.
Skills & Specifications
  • Strong financial acumen with the ability to interpret budgets, cost reports, and payment documentation.
  • Excellent negotiation, communication, and stakeholder‑management skills.
  • Proficiency with contract management, project management, and financial tracking software.
  • High attention to detail and strong analytical skills.
  • Experience with state DOT, transit agency, or federal transportation contracts.
Education/Professional Experience
  • Bachelor’s Degree in Accounting, Business, Construction Management, Civil Engineering, Law, or related field and/or 5+ years of experience in contract management.
  • Strong understanding of public procurement and DOT standards.
  • Experience with contract accounting or project financial controls preferred
