Position: SPECIALIST SAFETY TRAINING

JOB PURPOSE

Specialist Safety Training is responsible for ensuring that effective safety training is maintained across the organization and the wider community at the airside of BIA in compliance with ICAO Annex 19 ICAO Doc 9859 BAC ASMS and the associated procedures and guidelines

KEY

ACCOUNTABILITIES Airside Safety Responsibilities

Ensures the development, review and update of the Aerodrome Safety department s Training and Competency Requirements Manual
Ensures that the Training and Competency Requirements Guidelines established for all stakeholders is reviewed, updated, published, enforced and monitored
Participates in safety audits to ensure conformance of stakeholders with the training and competency requirements
Develops training material for safety inductions, familiarisation and awareness sessions and ensures their delivery in an appropriate frequency in the interest of continuous improvement to safety performance
Prepares new training sessions based on the safety trend and root cause analysis performed across the department and aviation industry in order to prevent and mitigate safety hazards
Participates in and supports with safety investigations to ensure that the training element is considered and that the corrective actions are commensurate with the training requirements
Ensures that PLB and VDGS training is performed in line with the established procedure
Maintains training records for PLB and VDGS
Manages the license and username password issuance process for PLB and VDGS operation
Ensures that all new contractor staff performing duties at the airside are enrolled in a safety induction
Carries out class room driving familiarization sessions and on site practical familiarization of the airfield as part of the driving permit issuance process
Monitors the performance of On Job Training for staff as part of the Manoeuvring Area driving permit issuance process
Maintains a record of all Manoeuvring Area driving assessments performed by Airside Operations
Supports with the review and update of procedures manuals instructions advisory circulars and safety flashes to ensure that the critical training elements are considered as and when necessary
Performs monthly, quarterly, half annual and annual analysis of training deliverables including awareness sessions safety inductions PLB and VDGS training and assessment training audits and spot checks
Ensures that Airside Operations and Aerodrome Safety staff are trained and familiarized with the particulars of all SOPs Manuals instructions advisory circulars and safety promotion material
Utilises globally recognised training methodologies and tools when delivering training sessions and assessments
Manages the process of issuing training certificates to staff as and when required
Ensures that Airside Operations staff are trained and competent in performing critical duties such as hand marshalling follow‑me escort aircraft repositioning Runway Taxiway Stand inspections VDGS operation safe aircraft parking and GRF inspection and reporting
Develops and delivers training material to Aerodrome Safety and Airside Operations staff to ensure their competency in ICAO regulations SARPS and local BCAA regulations
Monitors the performance of external training providers in the performance and delivery of training sessions that have an impact on safety at the airside
Ensures that all BAC Management are trained and competent in their safety related roles and responsibilities including change management risk assessment safety policies safety objectives in line with ICAO Doc 9859 chapter 8 3 7
Ensures that appropriate human factors training is delivered to all BAC staff and that the same training is mandated to be performed by stakeholder trainers for their staff
Establishes monitors and maintains safety performance indicators to measure the frequent delivery of safety training
Utilises case studies from safety occurrences at the airside such as accidents incidents near misses violations in order to improve existing training material and the competency and awareness of staff at the airside
Performs training needs and gap analysis to ensure that the existing training program meets the safety regulatory and operational requirements
Ensures that Aerodrome Safety staff performing SPI SPT analysis are trained and competent for the task
Ensure that the accountable manager CEO receives specific safety training in compliance with ICAO Doc 9859 section 9 6 4 8
Maintains a tracker for all training deliverables for Aerodrome Safety and Airside Operations staff and ensures that training targets are met in a timely manner

QUALIFICATIONS
  • University degree in aviation management, or equivalent qualification.
  • ACI Safety Management Diploma, or equivalent desirable.
  • Aviation Legislation and ICAO Annexes training.
  • Competent in Aerodrome Safety Management System.
  • Certification demonstrating competency in preparing and delivering training programs.
