Job Description & How to Apply Below

Fiber Network Services is a communications contractor offering a full range of fiber optic and cable network services. Servicing Cox Communications, Comcast Cable, Segra and Suddenlink in the States of Virginia, West Virginia, Maryland, North Carolina, Tennessee, Florida, Pennsylvania, New Jersey and in Washington D.C., we are a trusted resource for cabling and maintaining high-speed internet connectivity via fiber optic and coaxial systems.

FNS is looking to hire an experienced OSP Fiber General Superintendent. The General Superintendent provides strategic leadership, coordination, and oversight for all field construction activities within our fiber optics deployment portfolio. This role bridges executive management and on-site field execution. You will be responsible for managing multiple Project Superintendents, Construction Supervisors, in-house field crews, and subcontractors across various OSP projects (underground directional drilling, trenching, plowing, and aerial strand/fiber placement).

The primary objective is to guarantee that all fiber infrastructure projects are completed safely, on schedule, within budget, and in strict accordance with engineering designs, telecommunications standards, and client specifications.

Job Responsibilities (but not limited to):
  • Field Operations Leadership: Oversee daily field operations across multiple regional fiber project footprints. Standardize construction methods for underground (HDD, micro-trenching, missile boring) and aerial deployment.
  • Schedule & Production Management: Monitor production metrics (footage per day, splicing yields) against master project schedules. Review and approve weekly 3-week to 6-week look-ahead schedules submitted by project teams to eliminate crew bottlenecks.
  • Subcontractor & Resource Allocation: Oversee the onboarding, scheduling, performance management, and daily coordination of subcontractors and in-house crews. Balance manpower, specialized machinery, and materials distribution across active zones.
  • Safety & Compliance Enforcement: Champion the company safety program in tandem with the Safety Manager. Ensure absolute adherence to OSHA regulations, NESC standards, DOT traffic control plans, and competent person guidelines. Proactively shut down unsafe operations if necessary.
  • Quality Control & Blueprint Fidelity: Review and interpret civil engineering prints, splicing matrices, OSP design plans, and permit requirements. Conduct routine, auditing field walks to ensure construction aligns flawlessly with design tolerances.
  • Financial & Budget Accountability: Monitor field soft costs, labor hours, and heavy equipment utilization to keep builds profitable. Validate daily logs, production tracking sheets, and approve field-generated change orders prior to execution.
  • Stakeholder Interfacing: Act as the primary field escalation point for clients, utility owners, municipal inspectors, and project managers to resolve right-of-way (ROW), environmental, or utility strike conflicts.
Job Requirements:
  • Experience: Minimum of 7–10 years of progressive field experience in heavy civil utility or telecommunications construction, with at least 3–5 years serving in a supervisory capacity (such as Field Superintendent or Foreman).
  • Technical Knowledge: Deep expertise in fiber OSP methodologies, including directional boring, pneumatic boring, fiber blowing, strand and cable placement, bare fiber handling, and basic fiber splicing/testing parameters.
  • Certifications: OSHA 30-Hour Construction certification required. Competent Person certification in Excavation/Trenching and Traffic Control (MHTC) preferred.
  • Project Controls: Proficient in reading civil blueprints and using construction management software (e.g., Procore, B2W, or specialized OSP tracking tools).
  • Communication: Exceptional interpersonal skills to negotiate field issues with landowners, city officials, and diverse field crews.
  • Travel Requirements: Must possess a valid driver’s license and be willing to travel extensively to various regional project jobsites.
  • Work Environment: This is a field-first role requiring significant time spent outdoors across active construction zones in varied weather conditions.
  • Schedule: Full-time salary position. Due to the rapid-pace nature of fiber deployments and utility cut-overs, occasional night, weekend, or on-call supervision may be required.
  • 401k (Matching)
  • Holidays
  • Sick leave
  • Vacation
  • Casual work environment
  • Competitive base salary, performance bonuses based on project payout…
