Job Description

Under general direction of the Director of Human Services, performs professional and administrative work in planning, directing, and supervising a comprehensive public health program for the community, including the enforcement of laws and regulations relating to communicable disease control, environmental sanitation, and other public health functions.

Essential Functions

  • Assumes primary responsibility for ensuring that health services and programs in the community effectively meet the priority needs of Manchester residents.
  • Monitors and evaluates health needs and services in the community.
  • Provides community leadership on health issues and assists agencies in Manchester with service coordination, priorities, and improvements.
  • Plans and directs programs of communicable and chronic disease control and prevention supervising necessary epidemiological activities; plans and directs varied environmental health services program supervising inspection and compliance activities, including enforcement of the local housing code and State Public Health Code.
  • Maintains up-to-date information resources on state and national health issues, innovations, and models, making these available to community providers and residents.
  • Plans and administers employee health programs and contracts for medical services in implementation of such programs.
  • Develops, prepares and administers grants to meet health related needs of the community; may collaborate with other agencies or communities in preparing grant proposals.
  • Issues orders necessary for enforcement of public health laws and regulations; hears appeals from orders issued by subordinates.
  • Prepares the annual operating budget for the Health Division and is responsible for the fiscal management of the division.
  • Makes presentations to the Board of Directors, community agencies, boards and commissions.

Other Functions:

  • Participates in Town projects and coordinates work of the Health Division with other activities of Town departments.
  • Meets regularly with an Advisory Board of Health and serves on the Emergency Medical Services Council and Fair Rent Commission.
  • Serves on regional and state advisory and planning committees to ensure that local concerns are addressed and to anticipate effects of pending changes on local programs.
  • Provides assistance in negotiating collective bargaining agreements as necessary.
  • May hear and make recommendations on grievances filed by employees within his/her department.
  • Performs other duties as assigned.

Desirable Knowledge, Skills, & Abilities

  • Extensive knowledge of the principles and practices of public health administration in its application to community and environmental health.

  • Thorough knowledge of federal, state, and local laws relating to public health and of modern environmental health and sanitation practices.

  • Ability to effect needed changes in community programs and influence regional and state decision-makers on issues of local concern.

  • Ability to plan, direct and coordinate the work of professional and other subordinates.

  • Ability to evaluate and make decisions and recommendations regarding community health problems.

  • Ability to communicate effectively, orally and in writing, and to establish and maintain effective working relationships with employees, the public and other public health agencies.

  • Ability to prepare applications to secure grants and to use or learn to use computers.
