Senior Buyer – Procurement (NEC4 PSC Focused)

Location: Manchester (Hybrid – 2 days in office)

Contract: 12 months (Maternity Cover) from July 2026 (with potential handover period)

Belcan Workforce Solutions is seeking an experienced senior buyer with a proven track record working under NEC4 PSC frameworks to join their Procurement & Supply Chain team on a 12‑month fixed‑term contract.

This role will see you play a pivotal part across a diverse portfolio of engineering and infrastructure projects, supporting both bid and delivery phases, with NEC4 PSC forming a critical part of your day‑to‑day responsibilities. The position is offered on a competitive hourly rate and sits inside IR35.

Working closely with internal stakeholders and external suppliers, you will help drive procurement strategies, enhance supply chain performance, and ensure robust governance aligned to NEC4 PSC contractual principles across the project lifecycle.

• Manage end‑to‑end procurement of professional services, with a strong emphasis on NEC4 PSC sub‑consultancy agreements
• Draft, negotiate, and administer contracts in line with NEC4 PSC terms and conditions, working in collaboration with legal and commercial teams
• Develop and manage supplier relationships, including onboarding, performance management, and compliance
• Provide market insight and cost intelligence to support both project delivery and bid activity
• Ensure all procurement activities align with governance standards, best practice, and NEC4 contractual compliance
• Support procurement strategy at both project and business levels

You will be an experienced procurement professional with a strong background in engineering, construction, or another project‑led environment, and demonstrable expertise working with NEC4 PSC contracts.

• Strong understanding of the UK construction and engineering market
• Confident in contract negotiation and administration, particularly within NEC environments
• Ability to balance stakeholder engagement with governance and compliance requirements
• Excellent organisational skills with the ability to manage multiple priorities
• Strong communication skills with the confidence to influence and challenge when required
