Transpennine Route Upgrade (TRU) is a £10.7 billion programme that is improving the railway between York and Manchester via Leeds and Huddersfield. The 76‑mile railway serves 23 stations and crosses 285 bridges, viaducts, 11 level crossings and six miles of tunnels, delivering a safer and faster railway for passengers.

Position Details

Role: Construction Manager

Salary: £43,588 – £51,719 per annum

Location: Manchester

Contract type: Permanent

Office requirement: Hybrid – minimum 3 days per week from the office

About the role

Act as Network Rail's day‑to‑day site representative to monitor that the contractor’s site activities are conducted safely and efficiently, with minimum impact on the environment and operational railway, and that the work is of a high standard in accordance with specifications and latest practices.

Key accountabilities

Monitor that site activities comply with the Guide to Railway Investment Projects (GRIP), relevant rules, regulations, Railway Group and Network Rail standards, and all procedures and legislation.

Review, with the Protection Engineer, the contractor's method statements and site‑specific risk assessments.

Monitor, through liaison with Network Rail personnel, that arrangements for access, possession, storage and worksites have been made to enable efficient completion of work.

Monitor the quality of the contractor's work through a programme of regular pre‑arranged inspections; instruct contractors in accordance with delegated powers and ensure non‑conformance reports are closed out audibly.

Inspect completed works and survey readiness for inspection, recording outcomes and controlling remedial works.

Ensure that "first‑off" examples of works are jointly inspected early, and agree detailed workmanship standards for overall application.

Monitor the contractor’s management of site works through regular site meetings, establishing details of locations, nature and staff counts for each element.

Monitor progress of works by regular site visits and inspections, comparing work in progress with contract documentation, meeting information and the overall contract programme.

Maintain regular site presence and continuously monitor and correct work methods, vigilantly addressing inadequacies, and keep a site diary.

Encourage awareness of HSQE and good workmanship through regular communication with all contractor site staff.

Monitor and assess contractor staff competence throughout all phases of work.

Ensure contractor compliance with Network Rail policy in accident/incident reporting and investigation; assist investigations.

Agree local site records and freight haulage claims with contractors for payment purposes.

Provide functional support to Development Managers and Project Managers as directed.

We need you to have

Relevant successful construction experience in the railway industry.
Environmental awareness.
Driver for behavioural change.
Good communication skills.
Commercial awareness.
Ability to manage the principal contractor and subcontractors.
CSCS, CITB scheme or NeBOSH certificate.

It would be advantageous

Safety management awareness or training.
Six Sigma Yellow Belt.
