Location: Field based covering the North of England, the ideal candidate will live in or around Manchester, Stoke, Sheffield or Nottingham.

Hours: 37 hours per week

About the role

Due to growth within Churchill Estates Management, we are looking at expanding our Property Services team and are recruiting for a new Project Surveyor. This is a key role within Property Services, combining building surveying expertise with the practical delivery of planned, reactive and major works projects across the CEM portfolio. The post holder will undertake surveys, develop scopes, prepare tender documentation, support statutory consultation and manage projects through to completion, ensuring works are appropriately specified, commercially controlled and delivered safely, on time and to the required standard.

The role provides technical, operational and commercial support to colleagues and stakeholders, using robust surveying information, clear reporting and effective contractor management to support long-term asset planning, service charge forecasting, compliance and value for money. The post holder is expected to identify risks early, recommend practical solutions and communicate technical matters clearly to non-technical audiences.

Main responsibilities will include:

Building Surveying, Asset Data & Technical Advice

Undertake internal and external stock condition, defect and project-related surveys across the CEM portfolio, identifying age, condition, lifecycle, remaining life, budget costs, compliance risks and future maintenance requirements.

Produce clear reports, recommendations, budget estimates, schedules of work and supporting evidence for defects, remedial works, major works and planned maintenance requirements.

Provide technical and surveying advice to Property Services, Operations and Commercial colleagues, including due diligence input for new developments and support with service charge and contingency fund planning.

Escalate urgent or unusual property-related issues, including unusual lease requirements or compliance risks, so that informed decisions can be made with colleagues and owners.

Project Delivery & Major Works

Lead or support the delivery of planned, reactive and major works projects, including but not limited to fire safety, roofs, external fabric, lifts, warden call upgrades, asset replacement and other property-related works.

Ensure projects are appropriately scoped, specified, procured, programmed and delivered in line with approved budgets, governance requirements and customer expectations.

Maintain effective project governance from initial survey and scope development through tender, award, pre-start, progress meetings, practical completion, handover, defects and close-out.

Monitor project progress, risks, dependencies, contractor performance and cost movements, taking early action to avoid delays, avoidable disruption or cost overruns.

Tendering, Contracts & Commercial Control

Compile tender packs, review tender submissions and provide adjudication recommendations, ensuring decisions consider scope compliance, value for money, known contractor performance, risk and deliverability.

Act as Contracts Administrator where required for planned and major works projects, including JCT contracts and other appropriate contract forms.

Review variations, valuations, payment applications and commercial challenges, ensuring appropriate scrutiny, evidence and approvals are in place.

Support the development and performance management of framework contractors, ensuring specifications, service standards and delivery expectations reflect operational needs.

Statutory, Compliance & Risk Management

Ensure works are planned and delivered in accordance with CDM, health and safety legislation, RAMS, building safety requirements, CEM policies and relevant statutory consultation requirements, including Section 20 where applicable.

Proactively identify project and property risks, recommend mitigations and maintain clear records to support audit trails and decision-making.
