Your role

You will support our Flood Risk and Drainage Manager in ensuring the successful delivery of the diverse projects within our highways and landscape programme. We want you to:

  • Undertake all the technical aspects required for project delivery, including feasibility, concept design, detailed design, and preparation of tender and contract documentation.
  • Manage, programme and allocate the work of Engineers, Technicians, temporary and seconded staff within the team.
  • Implement projects to meet the requirements of quality, health and safety, environmental standards, and programme timescales to both national and corporate standards.
  • Support the Flood Risk and Drainage Manager in arranging the procurement of flood risk and drainage improvement works through competitive tendering.
  • Prepare, manage, report and maintain project cost plans.
  • Prepare schemes for tender using the NEC4 ECC Forms of Contract, the Manual of Contract Documents for Highway Works, the Specification for Highway Works and the Standard Method of Measurement.
  • Supervise and monitor works on site, including making valuations for payment assessments.
  • Ensure team compliance with a high regard to Health and Safety, the application of the CDM Regulations and other relevant legislation.
  • Supervise and take responsibility for junior members of the team, including assisting in training and development, setting goals and monitoring performance.

Your profile

  • A Bachelor’s or Master’s degree in Civil Engineering or a related subject.
  • Qualified membership of a professional engineering institution or working towards this status.
  • Knowledge and experience of undertaking the duties of the Lead Local Flood Authority, including responding to planning applications.
  • A strong track record of managing and delivering feasibility studies, including preparing reports, cost estimates, investigating problems and identifying options.
  • Knowledge and experience of working on FCERM projects.
  • Knowledge of the duties of other risk management authorities.
  • Working knowledge and understanding of relevant legislation (including the Land Drainage Act and the Flood and Water Management Act), standards and procedures.
  • Extensive working knowledge of standard engineering and water industry specifications, conditions of contract and methods of measurement.
  • The ability to deal appropriately and effectively with external organisations, statutory bodies, elected members and the public.
  • Initiative and ingenuity in solving engineering problems.
  • Excellent communication skills, both orally and in writing, at a general and technical level.
  • Working capability with AutoCAD, Causeway Flow & WinDES, GIS, and Info Drainage software in the preparation of designs and drawings.
  • Full UK driving licence.
