Interim Capital Programme Accountant opportunity for a progressive Local Authority in Greater Manchester on an initial 6-month assignment.

Working closely with the senior management team the Interim Capital Programme Accountant will take a lead role in managing the Council's capital programme and treasury management activities. You will provide strategic financial advice, technical accounting expertise, and support the delivery of the Council's long-term financial strategy.

Key responsibilities of the role:
  • Lead and coordinate the Council's capital programme, including planning, monitoring, and reporting
  • Lead Treasury Management activities and ensure compliance with relevant legislation and best practice
  • Provide technical accounting expertise across capital financing, asset accounting, and statutory reporting
  • Lead capital programme planning as part of the Medium-Term Financial Strategy (MTFS)
  • Oversee capital year-end closedown processes and support the production of the Statement of Accounts
  • Ensure compliance with the CIPFA Prudential Code, Treasury Management Code, IFRS requirements, and audit standards
  • Develop strong working relationships with senior managers, auditors, and external stakeholders
  • Provide strategic financial advice and challenge to support informed decision-making
Essential experience:
  • Qualified accountant (CCAB/CIMA or equivalent) or qualified by significant experience
  • Extensive Capital experience ideally in Local Authority or the NHS
  • Strong knowledge of Capital Accounting, Treasury Management, and statutory reporting requirements
  • Experience of leading capital programmes and capital financing activities
  • Excellent understanding of CIPFA Codes, IFRS, and local authority accounting requirements
  • Experience coordinating year-end processes and supporting external audits
  • Strong stakeholder management and communication skills
