We are excited to be recruiting for the role of Technical Officer (Benefits Casework) on the Appeals Team.
The Technical Officer (Benefits Casework) role is an important role in providing assurance that we are operating to regulatory standards, protecting the public purse and putting our residents at the centre of our Benefits Service.
As a Technical Officer (Benefits Casework) you will manage a varied and sometimes complex caseload of reconsiderations and appeals. You will also represent Manchester City Council at both Housing Benefit and Council Tax Reduction Tribunal hearings, and whilst tribunal attendance is an essential aspect of the role, the number of hearings is typically low, with all staff fully trained and supported.
We are looking for applicants who have the right skills and expertise in Housing Benefit and Council Tax Reduction, but who also demonstrate the potential to grow and flourish on the team.
Staff can also access the Council’s Flextime Scheme. Subject to business needs staff can work from home the majority of the time. Our homeworking hours start at 6am and finish at 7pm with core hours between 11am and 2.30pm. You can also take a maximum of two days a month as flex leave under the scheme as long as you have made the time in advance.
Staff will be expected to attend the office for training, team meetings, or as required.

About the Candidate Primary responsibilities are:- Reviewing Housing Benefit and Council Tax Reduction decisions and recommending and applying changes where appropriate.
- Writing Tribunal Service and Valuation Tribunal Service papers in response to Appeals.
- Presenting cases at Tribunal.
- Feeding back on training, process and policy issues relating to guidance.
Recent expertise in Housing Benefit and Council Tax Reduction is a fundamental requirement for this role.
