The Anti-Social Behaviour (ASB) Case Officer is responsible for investigating, managing and resolving cases of anti-social behaviour across Manchester. The role involves working with residents, businesses, partner agencies and internal council services to prevent, reduce and enforce against behaviour that negatively impacts communities.
The post holder will provide a high-quality community safety service through effective investigation, evidence gathering, risk assessment, enforcement activity and partnership working. The role requires the ability to balance early intervention and support with proportionate enforcement action, including preparing cases for potential legal proceedings.
The role holder will work across the city, engaging directly with communities through visits, street-based activity and partnership operations, helping to create safe, clean and welcoming neighbourhoods.
Key Responsibilities Case Management and Investigation- Manage a caseload of anti-social behaviour cases from initial complaint through to resolution.
- Investigate reports of ASB including neighbour nuisance, harassment, intimidation, disorder, environmental issues and community-related concerns.
- Gather, assess and analyse evidence from multiple sources including witness statements, CCTV, partner intelligence, recordings and case records.
- Conduct interviews, visits and investigations with victims, witnesses and individuals involved in ASB.
- Maintain accurate, timely and complete case records in line with council procedures and data quality standards.
- Ensure cases are progressed within agreed timescales and service standards.
- Apply relevant ASB legislation, council policies and enforcement procedures to address harmful behaviour.
- Use a range of interventions including informal support, warnings, written notices and formal enforcement measures.
- Make proportionate decisions based on evidence, risk and impact on the community.
- Prepare evidence and documentation for legal action, including court proceedings where required.
- Confidently explain and justify enforcement decisions to residents, partners, legal representatives and other stakeholders.
- Challenge non-compliance professionally while maintaining a fair and customer-focused approach.
- Work closely with key partners including Greater Manchester Police, housing providers, community organisations and other council departments.
- Participate in joint operations, street-based activity and community engagement initiatives.
- Share information appropriately to support effective problem solving and risk management.
- Contribute to wider community safety priorities and the delivery of Manchester’s Community Safety Strategy.
- Provide advice, guidance and support to residents, businesses and stakeholders affected by ASB.
- Use a trauma-informed approach when working with vulnerable victims and individuals involved in ASB.
- Identify opportunities for prevention, early intervention and support to reduce repeat behaviour.
- Deliver excellent customer service while managing challenging conversations professionally.
- Maintain up-to-date knowledge of ASB legislation, enforcement practices and relevant guidance.
- Undertake research and information gathering to support best practice.
- Contribute to continuous improvement of ASB services and operational processes.
- Take responsibility for personal development and maintaining professional competence.
- Experience of investigating cases, complaints, incidents or regulatory matters.
- Ability to analyse complex information and make evidence-based decisions.
- Strong written and verbal communication skills, with the ability to communicate effectively with a wide range of people.
