Job Summary

The Resource Management Lead is based within the Project Management Office (PMO) and will lead the initiatives for the Resource Management function, manage the Business Support team, and drive the Equality, Diversity, and Inclusion (EDI) initiatives across the department.

Key Responsibilities
  • Develop and implement resource management strategy aligned with the Council’s Talent Strategy.
  • Lead the delivery of EDI and social value initiatives across the Capital Programmes portfolio.
  • Manage and develop the Business Support team within the PMO.
  • Collaborate with senior stakeholders across the Council to deliver on resource‑management objectives.
  • Report on focus areas including EDI, external consultant spend, and strategic skills development.
Required Qualifications & Experience

Fully qualified to support people management and organisational theory or similar.

Passionate about talent management, strategy development, and workforce planning.

Good working knowledge of Council procedures and practices relating to procurement, recruitment, training and development, and equality, diversity, and inclusion.

Additional Requirements
  • Assessments for shortlisted candidates as per recruitment panel minimum shortlisting requirements.
  • High achievement in Equality, Diversity and Inclusion initiatives.
  • Proficiency in procurement, recruitment, training and development, and EDI.
