Managing Quantity Surveyor – Industrial Division (South of Oxford) What It’s All About - The Role
The Managing Quantity Surveyor (MQS) is a senior leadership role within Winvic, marking a critical transition from single-project delivery to strategic commercial and team management across multiple projects.
The MQS is accountable for the successful commercial performance and delivery of allocated projects. This is achieved through effective leadership and management of a dedicated site-based commercial team (Trainee through to Senior Quantity Surveyors), and by leveraging their experience to provide support and close liaison with other disciplines, such as Design and Operations.
This role holds dual accountability :- Project Performance – Primarily concerned on the commercial and contractual health of a project. The MQS is responsible for accurate and robust reporting and ensuring the division is contractually always protected.
- Team Management - The management, development, and output of their teams. Monitoring their performance and other team members ensuring smooth delivery in line with Winvic core values.
The MQS is benchmarked at this level when they consistently demonstrate strategic control, effective team leadership, and a high degree of commercial and contractual influence across all allocated projects.
Job Role / Responsibilities- Commercial & Financial Management
- Accountability – Able to demonstrate the full commercial accountability for their projects, successfully managing all financial outcomes from inception to final account (both upstream and downstream). The MQS is ultimately responsible for the reported figures to the Surveying Director’s (SD’s).
- Reporting – Prepares (where necessary), reviews, and can present the Project Forecast / CVR’s providing strategic commentary on project performance, risks, and opportunities to senior management (this is through the Winvic standard Dashboard or on-site Contract Reviews).
- Risk & Opportunities - Proactively manages project level commercial risks, implementing mitigation strategies across all projects identified by the Project site team. Drives the identification of opportunities of any value-engineering.
- Internal Procedure Compliance – Ensuring that all projects align with Winvic commercial processes and procedures implementing best surveying practice (this includes the current Industrial commercial vision and delivery strategy).
- Team Leadership and Development
- Line Management :
Assumes full line management responsibility for their Surveying teams, including conducting PDR’s to establish any performance related issues, setting objectives, and managing performance. - Mentorship & Training :
Actively mentors, coaches, and develops junior members of staff, creating clear development plans within teams to build high performers in line with Winvic’s core values. - Resource Management :
Effectively communicating to the SD’s resource issues across their projects, balancing the project needs with staff development and maintaining morale. - Recruitment :
Provides support to the SD’s regarding recruitment and successful ‘bedding in’ of new commercial staff into their teams. - Support :
Acts as the primary point of support and escalation for their team, resolving issues and identifying strong performances to the SD’s. - Contract Management & Procurement
- Expertise - Acts as the commercial lead, providing robust advice on contractual matters and dispute resolution to the Project team. The MQS role ensures the commercial position and associated risks are clearly conveyed to the SD enabling informed decisions that protect the delivery strategy and existing stakeholder relationships.
- Strategy - Develops and implements project procurement strategies, ensuring best value, compliance, and maintain robust supply chain relationships through feedback on performance and prices submitted at tender stage.
- Dispute Resolution - Leads the resolution of high-level or complex commercial issues and contractual disputes that have been escalated by their team.
- Guidance - Guides the team in all subcontract orders, negotiations, and final account agreements.
