Cost Consultant (Manager) – Utilities

Provides cost management services from contract signature and award to completion of projects in various sectors. Supervises the daily activities of a team of professionals.

• Act as a leading advocate of Mace’s value of Safety First, accountable for maintaining exceptional safety, quality, cost, programme, sustainability and project compliance standards.
• Possess advanced technical expertise in local Health and Safety rules and regulations relevant to the project portfolio.

• Manage the delivery of key assignments and defined business areas, providing strategic direction and monitoring delivery aligned with overall vision and objectives.
• Prepare contract documents, warranties, bonds and licences to achieve formal execution by appropriate parties.
• Prepare costing associated with design changes, contract awards, construction activities and client charges, and present these to clients.
• Advise on the administration of the terms of construction works or services contracts.
• Measure and provide valuations of the work carried out, adjust variations in accordance with the terms of the contract and agree with the contractor.
• Ensure adequate cost control and reporting services during the contract.
• Prepare financial reports for the client in the required form and frequency.
• Identify all costs associated with design changes, contract awards, construction activities and client charges.
• Participate in the evaluation of claims for delay and additional costs made by the contractor and any nominated subcontractors or suppliers.
• Advise on the issue of certificates of practical completion and ensure final accounts are negotiated and agreed.
• Advise on the issue of certificate of making good defects and final completion in accordance with any requirements relating to completion, submissions and approvals.
• Deliver improvements in systems and processes, driving transformational change.
• Manage a team of professional roles (may include support roles), driving performance and results, whilst delivering performance management, technical development and coaching.
• Seek opportunities for continuous improvements and improving working processes.
• Develop effective working relationships with both internal and external stakeholders.

• Work collaboratively towards the common goal of net zero carbon transition and share responsibility for proactive identification and management of associated carbon emissions and reductions during delivery of work.

• Proven experience in commercial management.
• Sound understanding of costs and timescales of work undertaken, including implications of risk of failure to deliver.
• Proven experience in risk management and change control.
• Understanding of different contract types and measurement methods.

• A degree in quantity surveying or cost management, or equivalent.
