Cost Consultant (Manager) – Utilities
Provides cost management services from contract signature and award to completion of projects in various sectors. Supervises the daily activities of a team of professionals.

- Possess advanced technical expertise in local Health and Safety rules and regulations relevant to the project portfolio.

- Manage the delivery of key assignments and defined business areas, providing strategic direction and monitoring delivery aligned with overall vision and objectives.
- Prepare contract documents, warranties, bonds and licences to achieve formal execution by appropriate parties.
- Prepare costing associated with design changes, contract awards, construction activities and client charges, and present these to clients.
- Advise on the administration of the terms of construction works or services contracts.
- Measure and provide valuations of the work carried out, adjust variations in accordance with the terms of the contract and agree with the contractor.
- Ensure adequate cost control and reporting services during the contract.
- Prepare financial reports for the client in the required form and frequency.
- Identify all costs associated with design changes, contract awards, construction activities and client charges.
- Participate in the evaluation of claims for delay and additional costs made by the contractor and any nominated subcontractors or suppliers.
- Advise on the issue of certificates of practical completion and ensure final accounts are negotiated and agreed.
- Advise on the issue of certificate of making good defects and final completion in accordance with any requirements relating to completion, submissions and approvals.
- Deliver improvements in systems and processes, driving transformational change.
- Manage a team of professional roles (may include support roles), driving performance and results, whilst delivering performance management, technical development and coaching.
- Seek opportunities for continuous improvements and improving working processes.
- Develop effective working relationships with both internal and external stakeholders.

- Work collaboratively towards the common goal of net zero carbon transition and share responsibility for proactive identification and management of associated carbon emissions and reductions during delivery of work.
- Manage operations that are fiscally and ethically viable, in accordance with the terms of contracts agreed with contractors.

- Proven experience in commercial management.
- Sound understanding of costs and timescales of work undertaken, including implications of risk of failure to deliver.

- A degree in quantity surveying or cost management, or equivalent.
