NHS Greater Manchester are looking for our next Head of EPRR, following a recent organisational restructure.

The team works collaboratively across the Integrated Care System (ICS) to ensure preparedness and response arrangements are in place for the ICB and our commissioned provider organisations to keep our patients and residents safe.

Reporting to the Assistant Director of EPRR, the Head of EPRR will work across the full spectrum of EPRR disciplines including risk assessments, planning, training, response and recovery as well as leading and managing our team in undertaking duties to support business continuity management and the ICB annual assurance programme of NHS funded providers across Greater Manchester both internally and with resilience partners.

The successful candidate will also play a pivotal part in supporting NHS incident response arrangements.

The Head of EPRR will:

• Directly support the Assistant Director of EPRR, deputising as required
• Provide leadership to ensure NHS GM meets its statutory and non-statutory requirements
• Work collaboratively with external multi agency partners, ensuring integrated working and transformational change
• Act as a subject matter expert in EPRR
• Facilitate a comprehensive training and exercising programme to ensure plans, policies and supporting incident management infrastructures are fit for purpose
• On behalf of NHS GM, lead on the collation and evidence submission for the NHS annual EPRR core standards process and maintain assurance and oversight of the GM Trusts submissions
• Ensure NHS GM has a robust and resilient on call function, offering incident management and on call advice, guidance and co-ordination to the senior leadership and executive team.

NHS Greater Manchester (NHS GM) serves as the
Integrated Care Board (ICB)for the Greater Manchester region, covering ten boroughs and cities. It was formally established on
1st July 2022 alongside the Greater Manchester Integrated Care Partnership (ICP) to coordinate health and social care services, improve population health, and reduce inequalities across the city region.

JOB PURPOSE

• To provide leadership in NHS GM fulfilling the requirements of the emergency planning standards and the civil contingencies act (CCA) 2004, ensuring the adequacy and appropriateness of local emergency plans, preparedness, and business continuity planning arrangements. The Civil Contingencies Act and accompanying non-legislative measures contain highly complex and sensitive information that will require the post holder to interpret the act (including present and future regulations) in a local context and devise and co-ordinate strategies, policies, and procedures for NHS GM.
• The post holder will be responsible for ensuring that NHS GM complies with all relevant emergency preparedness, resilience, and response (EPRR) as set out in the NHS England EPRR framework.
• Develop and deliver the organisations emergency preparedness, resilience and business continuity plans and procedures.
• Improve organisational compliance with the EPRR core standards and provide leadership and management both as part of the team and of the wider EPRR community.
• The post holder will also be responsible for the representation of NHS GM in the GM Health Economy EPRR planning groups and for supporting the work streams arising from those.
