Manchester City Council is seeking an experienced Head of Asset Management and Investment to provide strategic leadership for its Housing Services directorate. Reporting to the Strategic Lead Repairs & Asset, this senior role carries responsibility for the strategic management of a £1bn council housing portfolio across Greater Manchester.
The successful candidate will lead the development and delivery of the council's asset and investment strategy, working collaboratively with elected members, senior stakeholders, residents, and partners across the city. Key responsibilities include oversight of stock condition data, long-term investment planning horizons of 5-30 years, compliance with emerging housing legislation, and driving improvements in energy efficiency and asset performance. The role also encompasses strategic oversight of an additional 2,500 properties operating under a PFI arrangement.
Candidates must demonstrate a proven background in social housing asset management, ideally gained within a Local Authority or Housing Association environment, alongside a thorough understanding of current and forthcoming housing regulations. Strong technical expertise, high-level stakeholder engagement skills, and demonstrable leadership capability are all essential.
This is an interim position running from August 2026 to March 2027, with a strong possibility of extension. Hybrid working is available, with 2-3 days per week on-site in Greater Manchester (based at Housing Operations, Blackley, M9 6NZ
). Rate: £450-£500 per day.
