Position Summary:
Property Management Operations is responsible for the overall management of Section 9 public housing portfolio and development operations focused on proving NYCHA residents with safe and habitable homes. Property Management Operations (PMO) HUD Inspections supports Operations by providing strategic guidance, training and support to Property Management for NSPIRE inspections and regulatory requirements, and oversight of monitorship pillar for NSPIRE and annual apartment inspections.
Reporting to the VP for PMO HUD Inspections, the Project Manager will be responsible for overall management and administration of compliance with HUD NSPIRE regulatory requirements, and support development of structured muster program for Maintenance Workers to strengthen daily operations. This position requires a highly organized candidate, working independently with wide latitude for decision making, detail oriented with strong written and verbal skills for communication with internal and external stakeholders.
Responsibilities include but are not limited to the following:
1. Support Property Management with training/guidance for NSPIRE inspections, appeals, certification of health and safety violations monitoring/tracking/reporting on all aspects of NSPIRE inspections.
2. Develop and provide on-site and online training sessions, workshops, and presentations to property management teams at developments across NYCHA's public housing portfolio throughout the five boroughs.
3. Prepare reports, perform analyses, and review program plans related to NSPIRE and pillar-based action plans for internal/external stakeholders, provides analytical findings and recommendations.
4. Make recommendations for improvement on policies and procedures to improve performance.
5. Analyze, cross compare high volume of data/information from NSPIRE inspections and Property Management to ensure timely verification and submission to HUD, under stringent regulatory deadlines.
6. Provides interpretation of complex problems and collaborates with internal stakeholders to promote positive resolutions. Resolves issues and mitigates risks related to policy adoption and management, including escalating issues/risks as appropriate.
7. Implement, coordinate, track, monitor and evaluate NSPIRE regulatory standards to help drive performance improvement.
8. Assist to develop, implement and support a structured muster program for Maintenance Workers. Includes development of written modules, providing onsite and online training for staff.
9. Work independently on high volume information with time sensitive deadlines and high visibility projects with internal and external stakeholders
10. Performs other duties as required.

Minimum Qualifications
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
Preferred Skills
1. Experience conducting physical inspections for Public Housing and Section 8 programs and/or experience determining compliance with physical inspections for Public Housing and Section 8 programs.
2. Experience working at Public Housing Authority with knowledge of HUD NSPIRE regulatory requirements
3. Proficient in Maximo, Microsoft Office, SharePoint, Adobe Acrobat
4. Ability to use data and metrics to drive decisions and measure performance
5. Proven ability to communicate clearly, both written and verbal
