Position Title: Clinical Director
Reports To: Chief Executive Officer

FSLA Status: Full-time/Exempt
The Clinical Director provides strategic and day-to-day leadership of Bloom Behavioral Health's (Bloom at PPRC) clinical services. The role is accountable for maintaining Joint Commission Accreditation standards, clinical quality, supervision, service delivery, documentation, risk management, provider performance, and the continued development of client-centered, ethical, compliant, and sustainable system of care.
As the senior clinical leader, the Clinical Director partners with the CEO and cross-functional leadership to strengthen clinical systems, develop staff, improve client access and outcomes, and align clinical operations with organizational goals.
Core Responsibilities Clinical Leadership, Supervision & Staff Development- Lead the clinical department and establish clear standards for clinical practice, supervision, treatment planning, documentation, client engagement, and continuity of care.
- Provide oversight and support to clinical staff ensuring supervision, case consultation, competency development, and performance follow-up occur consistently and are appropriately documented.
- Serve as a clinical resource for complex cases, treatment barriers, clinical risk, crisis response, mandated reporting, and appropriate levels of care.
- Participate in recruitment, selection, onboarding, retention, and professional development of clinical staff and interns.
- Assess clinical staffing, capacity, and caseload distribution and recommend adjustments to support quality service delivery and organizational sustainability.
- Establish and monitor clinical productivity expectations with the CEO and Director of Operations, using caseload, scheduled/completed services, cancellations, no-shows, client engagement, and capacity data to identify trends and corrective strategies.
- Maintain a limited direct service caseload of approximately 5-10 clients to support continuity of care and provide clinical coverage when operationally necessary, including planned coverage for vacations, call-offs, or program/service needs.
- Monitor referral flow, clinician caseload utilization, and service opportunities across applicable office, school, home, community, telehealth, group, and program settings.
- Identify barriers affecting access, productivity, or service delivery and work with leadership to implement timely, practical solutions.
- Establish, communicate, and monitor clinical productivity expectations in collaboration with the CEO and Director of Operations.
- Review provider productivity, caseload size, scheduled services, completed services, cancellations, and no-show trends.
- Identify clinicians who are below productivity expectations and develop appropriate improvement strategies.
- Monitor whether staff caseloads provide sufficient opportunities to meet established productivity expectations.
- Evaluate barriers affecting service delivery and work with leadership to develop solutions.
- Ensure clinical staff are appropriately utilizing available service opportunities across office, school, home, community, telehealth, and program settings when applicable.
- Monitor clinical capacity and make recommendations regarding referrals, assignments, staffing, and expansion.
- Oversee the quality and timeliness of diagnostic assessments, individualized treatment plans and reviews, progress notes, outcome measures, discharge documentation, and other required clinical records.
- Ensure services are clinically appropriate, medically necessary, consistent with client assessments and treatment plans, and responsive to changes in risk or level-of-care needs.
- Monitor high-risk and clinically complex cases; support appropriate crisis intervention, safety planning, discharge, transition, and continuity-of-care practices.
- Partner with President & CEO on audits, accreditation, regulatory and payer reviews, corrective actions, staff competencies, and continuous quality improvement while maintaining clear separation between clinical implementation and independent quality oversight.
