SENIOR PROJECT ENGINEER – UTILITIES

Position OverviewWe have an exciting opportunity for a Senior Project Engineer in our Utility division of the Engineering Department. This role involves working in complex and varied engineering and project management work. Bring your technical depth and your project leadership.
As a Senior Technical and Project leader, you will:
- Provide senior‑level engineering leadership within a collaborative team responsible for analysing, planning, and managing City utility infrastructure, with a focus on drinking water, sewage collection, and stormwater management.
- Lead and deliver complex projects involving utility system performance investigations, system improvement planning, and demand management initiatives such as water metering, inflow & infiltration (I&I) reduction, and rainwater management.
- Develop and implement performance and asset management tools, including key performance indicators (KPIs), performance reporting, and lifecycle planning approaches that support service delivery, risk management, and capital prioritisation.
- Consult and collaborate with a wide range of stakeholders including residents, businesses, community groups, developers, external agencies, and staff across multiple City departments to achieve City objectives.
- Retain and oversee consultants and contractors, including scope development, procurement support, contract administration, progress and cost control, technical review of deliverables, and quality assurance to ensure work meets City standards, schedule and budget.
- Manage large and/or multi‑disciplinary projects involving water distribution, sanitary sewer collection, and drainage systems.
- Take projects through planning, design, procurement, construction, and close‑out, ensuring quality outcomes and regulatory compliance.
- Analyse requirements, constraints, and risks—then recommend the most effective technical approach.
- Prepare and review designs, technical reports, and contract specifications (consulting services, equipment, and construction).
- Develop and manage overall project budgets, monitor costs, and control expenditures to ensure effective use of public funds.
- Negotiate scope changes, technical solutions, and (when required) significant technical/financial interests on behalf of the City.
- Act as the City’s appointed representative for project and contract obligations, including site inspections and regulatory determinations.
- Liaise with internal partners, the public, utilities, property/legal stakeholders, and other levels of government/regulatory bodies.
- Mentor junior engineers/technical staff.
You’re a strong communicator and a confident technical leader with proven experience in municipal utility systems. Excellent written and verbal communication skills (reports, letters, presentations).
Required Qualifications- A Bachelor of Applied Science degree in a relevant engineering discipline with 6–8 years of recent related experience following professional registration; or an equivalent combination of training and experience.
- Membership or eligibility for immediate membership as a registered Professional Engineer (P.Eng.) with the Engineers and Geoscientists of British Columbia (EGBC). Previous experience in municipal government is an asset and preferred.
- Valid BC Class 5 Driver’s licence.

Reporting to the Manager‑ Utilities, the Project Engineer acts as a Project Manager or Assistant Project Manager for a range of municipal projects primarily involving utilities infrastructure (water, sanitary sewer, and stormwater).
ResponsibilitiesManage and execute municipal infrastructure projects, ensuring delivery on time and within budget. Analyse water, sewer and/or drainage utility networks, develop infrastructure upgrade plans, and utilise modelling software such as Water
