Emergency Preparedness Advisor

Position Overview

The Emergency Preparedness Advisor provides expert advisory, planning, and coordination support to advance the City's organizational readiness, business continuity, and resilience initiatives. Reporting to the Manager, Corporate Emergency Program, this role supports the development, implementation, and continuous improvement of business continuity and organizational resilience practices that ensure the City's ability to maintain critical services during disruptions and emergencies. The Advisor works collaboratively across departments to strengthen preparedness, align operational capabilities with strategic objectives, and embed a culture of readiness and resilience consistent with legislative requirements, recognized standards, and best practices.

Education and Experience
  • Degree or diploma in emergency management, business continuity, public administration, or a related field; or an equivalent combination of education and experience.
  • Three (3) or more years of progressively responsible experience supporting business continuity, organizational readiness, or emergency management programs, preferably within a public sector environment.
  • Professional certification in emergency management or business continuity (e.g., CEM, CBCI, CBCP, MBCI) is preferred.

Skills and Abilities
  • Provide subject‑matter expertise to support the design, implementation, maintenance, and continuous improvement of the City's Business Continuity Management and Emergency Preparedness programs, ensuring plans are current, tested, and aligned with legislative requirements and recognized best practices.
  • Support Emergency Support Services (ESS) team operations, including logistics and volunteer coordination during emergency events.
  • Partner with departments to develop, review, and maintain emergency, continuity, and organizational readiness plans that support prevention, mitigation, response, and recovery of critical municipal services.
  • Support the readiness, operation, and continual improvement of Emergency Operations Centers, including processes, tools, technologies, and communication systems.
  • Lead and support the planning, delivery, and evaluation of training, workshops, and exercises to build organizational readiness for emergency incidents and service disruptions.
  • Conduct and support after‑action reviews following exercises and real events, identifying lessons learned, corrective actions, and opportunities for continuous improvement.
  • Support a risk‑based approach to organizational readiness by identifying, assessing, monitoring, and reporting on risks that may impact delivery.
  • Support the development and enhancement of policies, standards, procedures, and tools related to business continuity, emergency preparedness, and organizational resilience, aligned with provincial frameworks and industry standards.
  • Provide advisory and operational support during planned events and emergency incidents, contributing subject‑matter expertise to response and recovery activities.
  • Participate in an on‑call duty rotation to support emergency response outside of regular working hours, as required.
  • Liaise with Indigenous partners, local governments, utilities, provincial and federal agencies, and community interest holders to support coordinated planning, information sharing, and integrated response.
  • Maintain accurate documentation and prepare reports, briefings, and recommendations for management on readiness status, program progress, and corrective actions.
  • Support coordination and communication across departments and with senior leadership during disruptive events and emergencies.
