* Job Description:

** The primary function of this role is to oversee, administer, and coordinate construction projects from inception through completion, including supervision of staff, and inspection of construction projects, which include reviewing documents and ensuring compliance with applicable laws and codes. Compiles information on right-of-way (ROW) violations (photos, measurements, statements, etc.), reviews findings, and determines action to correct violations.  Advises the County Engineer of major violations in County ROW and discusses options.
** ESSENTIAL JOB FUNCTIONS
*** Coordinates with Inspectors, Project Managers, and departmental administrative staff.
* Coordinates with utilities, contractors, and other entities performing work on county rights-of-way to track work progress.
* Inspects construction projects performed by utilities and entities to confirm adherence to county standards with respect to road restoration.
* Prepares Front End documents of project specifications and implements schedule to track status of all projects.
* Assists Director of Engineering Services with estimates, budgets, and value engineering; reviews reports and meeting minutes.
* Advises the Director of Engineering Services on project schedules and the status of ongoing projects.
* Prepares correspondence and reports as needed.
* Attends public meetings and project coordination meetings.
* Communicates with and acts as Public Relations Representative for the County with the public and consultants.
* Prepares daily reports and meeting minutes.
* Reviews plans, specifications, submissions, and contract documents.
* Inspects construction for conformation with plans, specifications, and codes.
* Attends preconstruction and construction progress meetings for roadway capital projects.
* Investigate complaints and prepare reports on action to be taken.
* Takes pictures and keeps photo log of job site progress on Capital Projects.
* Responds to inquiries from the public and other county departments.
* Investigates and resolves issues on the right of way; researches issues for the Engineering Department when required.
* Evaluates requests from the public for streetlights, signage, and other roadway assets to determine appropriateness of installation, as needed.
* Marks County maintained subsurface utilities as needed based on calls from the statewide one-call system.
* Inspects work completed to confirm adherence to Engineering Department Right-of-Way permit requirements. Communicate with permit holders if corrective action is required.
* Responsible for personally knowing and following the County’s Personnel Policies and Procedures, Administrative Instructions, Department Operating Procedures, and applicable Statutes and Regulations.  Responsible for ensuring others also adhere to these standards.
* Performs other related job duties as assigned.
* In the event of special, emergency, or disaster situations, employee may be required to work schedules other than those for which they are regularly scheduled in any capacity deemed appropriate.
** QUALIFICATIONS

* Education and Experience:

** Bachelor's Degree preferred; experience may substitute for education. Five (5) to seven (7) years of minimum work experience in the related field.

** FDOT Inspectors License preferred.

*** Ability to work from a general outline of duties and responsibilities.
* Ability to perform professional-level work dealing with data, people, and technology that relates to administrative, technical, scientific, engineering, accounting, legal, or managerial skills.
* Ability to make decisions that impact how our unit provides services and support to internal and external customers.
* Ability to provide updates to senior managers, elected officials, or other community groups or organizations.
