Position Overview and Responsibilities:
This is an Assistant Bureau Chief position for the Bureau of Parks District 5 Administration. Compliance with the processing requirements of Chapter 215.422, F.S. is mandatory. Persistent failure to comply with this section by any agency of the state shall constitute good cause for discharge of employees duly found responsible, or predominantly responsible, for failure to comply.

Assists the Bureau Chief in the overall management and administration of bureau operations, including the implementation and monitoring of policies, plans and programs related to administration, resource management, visitor services, protection and maintenance. Provides consultation and recommendations to the Bureau Chief and to park managers in the areas of administration, personnel, education, training, interpretation, citizen support organization, volunteer recruitment and utilization, and donation solicitation.

In the absence of the Bureau Chief, handles routine as well as critical matters requiring attention.

Supervises managers in the operations of park units within the District. Responsible for administering and directing the management of all operating units – state parks, state recreation areas, state preserves, state reserves, state ornamental gardens, state museums, state wildlife parks, state trails and special feature sites within an assigned district. Conducts on‑site reviews of district parks to assess efficiency and effectiveness of operations as well as staff morale.

Take action as necessary.

Assists the Bureau Chief in the development of budget requests, and allocation of funds commensurate to priorities.

Directs the establishment of goals and objectives for each unit and reviews, approves and monitors action plans to accomplish those goals and objectives.

Monitors and assesses the operation of district units to assure cost effective operations and compliance with all Department and Division operating policies and procedures. Assures completion of and participates in conducting annual management summaries and annual performance and fiscal audits as required.

Assists the Bureau Chief in the implementation, coordination and monitoring of all resource management programs relating to parks within the district.

Represents the District and Division at various meetings, seminars, workshops and conferences to obtain and furnish information.

Performs other related duties as required.

Required Knowledge, Skills, and Abilities

KNOWLEDGE OF: basic management principles and practices; the methods of data collection and analysis; prescribed burn and wildlife characteristics; ADA requirements and reasonable accommodations practices; OSHA regulations and operational safety requirements and rules.

SKILL IN: utilizing computer equipment and various software.

ABILITY TO: supervise people; manage a consultative program designed to assure the resolution of managerial and operational problems; determine work priorities; assign work and ensure proper completion of work assignments; communicate effectively verbally and in writing; establish and maintain effective working relationships with others; assess budgetary needs; formulate policies and procedures; understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities;

organize data into logical format for presentation in reports, documents and other written materials; collect, evaluate and analyze data to develop alternative recommendations; solve problems, document work and other activities relating to the improvement of operational and management practices; conduct fact finding research; work independently; solve problems and make decisions calmly and effectively; coordinate emergency/crisis situations.

Minimum Qualifications

Valid driver’s license.
