Operations Manager
Performs a variety of complex administrative, technical, and professional work in administering, managing, and coordinating the activities and operations of City building services for residential, multi-family, and commercial site installations.
Functional area
s of responsibility include building inspection, construction permitting, and enforcement of federal and state regulations and local codes and ordinances governing the construction of new buildings and the alteration, use, and ongoing safety of existing buildings. Position is primarily focused on managing, coaching, and developing other people. Position requires extensive depth of expertise and knowledge of the building construction industry that can be used to develop policies and procedures as well as determining efficient and innovative ways to accomplish the organization s business strategies.
Responsibilities
- Assumes management responsibility for building services and activities including enforcement, interpretation, and implementation of building codes; customer service, application intake, and issuance of building permits; and plans review, building inspections, and code enforcement
- Manages and participates in the development and implementation of goals, objectives, policies, and priorities for functional areas under charge; recommends and administers policies and procedures
- Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends appropriate service and staffing levels based on City needs
- Plans, administers, coordinates, oversees, and reviews work for building inspection staff; assigns work activities, projects, and tasks; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve concerns and issues
- Administers the building permit appeals process; administers permit tracking system and building inspection records maintenance
- Participates in and manages building inspection services related to structural, electrical, mechanical, and plumbing standards, as well as other building site issues, ensuring compliance with all applicable codes and regulations
- Assigns, supervises, and participates in reviews of plans and specifications relating to building systems for electrical, mechanical, plumbing, energy conservation, access compliance, and other building systems regulatory and code requirements
- Serves as liaison for building construction and permitting services with other divisions, departments, and outside agencies and stakeholders; mediates, negotiates and works collaboratively to resolve sensitive, challenging, and controversial concerns and issues
- Serves as staff representative on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary documentation; attends and participates in professional group meetings and code hearings
- Maintains current knowledge of trends and developments in the field of building construction and inspection for application to areas of responsibility and accountability
- Provides the public with information related to the status of projects; assists the public with questions related to building construction, inspections, permitting, and regulatory and code enforcement issues
- Meets with property owners, business owners, and residents to discuss their needs and concerns; responds and works to resolve challenging citizen inquiries and complaints
- Conducts inspections and plan review as needed
Supervision
- Reviews and evaluates work methods and procedures and meets with management staff to identify and resolve problems
- Assesses and monitors workload; identifies opportunities for improvement and implements changes
- Selects, trains, motivates, and evaluates personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures
- Oversees and participates in the development and administration of the departmental budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary
High school diploma or GED; bachelor s degree in construction management, public administration or related field preferred or licensed general contractor; supplemented by eight or more years directly-related experience that includes building code compliance and enforcement, building construction and site plans review, and building construction permitting, including at least three years of supervisory or management experience; or an equivalent combination of education, certification, training, and/or experience.
Must have a Florida Building Code Administrator license in accordance with Florida State Statutes Chapter 468. Must have a valid Florida driver s license. Regular in office attendance is required.
