Position Information
Location:
Cobb County Water System, Engineering and Records Division.
Salary: $68,281.45 – $90,472.93 for Engineer II; $75,109.60 – $99,520.22 for Engineer III, depending on qualifications.
Engineer II Responsibilities- Organize, prioritize, and assign work; manage resources; monitor status; provide progress reports.
- Conduct modeling, planning, and engineering studies for infrastructure, roadways, traffic, solid waste, stormwater systems; prepare reports and verify calculations.
- Assess project requirements, develop capital investment plans, calculate cost estimates.
- Act as subject matter expert on selected projects; provide limited direction to engineers and technicians.
- Coordinate contracted architects, engineers, county staff; ensure design compliance and approve designs.
- Review civil engineering aspects of site development plans for compliance with laws, regulations, and standards; issue permits or correct deviations.
- Compile data from engineering, transportation, utilities, and maintenance; maintain documentation.
- Ensure compliance with plans and specifications; conduct field visits; address conflicts; issue non‑compliance letters.
- Facilitate communication among owners, contractors, agencies, public, and others.
- Assist project managers during bid phase; evaluate proposals; recommend awards.
- Perform special assignments such as research, special reports, compliance programs, grant administration, and technical presentations.
- Prepare and evaluate RFPs, coordinate evaluation, and recommend award.
- Support traffic engineering tasks: produce crash diagrams, manage traffic data, maintain GIS layers, determine need for traffic controls.
- Additional duties as assigned.
- Manage, direct, and evaluate assigned staff; conduct performance appraisals.
- Conduct modeling, planning, and engineering studies similar to Engineer II responsibilities.
- Manage infrastructure improvement projects and programs; oversee design, development, construction, and implementation of complex, multiyear county-wide projects.
- Review civil engineering aspects of site development plans; approve permits and resolve deviations.
- Facilitate communication among stakeholders.
- Serve as subject matter expert; provide direction and oversight to engineers/technicians.
- Collect, analyze, and maintain data; present findings to County Administration.
- Ensure compliance with plans, specifications, and regulatory standards; conduct field visits; handle change orders; issue non‑compliance letters.
- Perform special assignments: research, special reports, compliance programs, grant administration, technical data presentation.
- Prepare and evaluate RFPs; coordinate evaluation; recommend award.
- Develop and implement division budget; monitor expenditures; prepare financial reports.
- Respond to internal and external customer concerns; communicate public educational efforts.
- Other duties as assigned.
- Engineer II: Bachelor's Degree in Civil Engineering or related field plus at least 3 years of engineering experience or equivalent combination.
- Engineer III: Bachelor's Degree in Civil Engineering or related field plus at least 5 years of progressively responsible engineering experience or equivalent combination.
- Engineer II: Valid driver’s license.
- Engineer III: Valid driver’s license;
Georgia Professional Engineer license (or licensed elsewhere with Georgia license within one year). Where applicable, GA Erosion, Sediment & Control Level 1‑B and Level II certifications.
- Engineer II: Moderate physical effort; handling moderate weight (12–20 lb). Lifting, carrying, pushing, pulling as needed.
- Engineer III: Light physical effort; handling light weight (5–10 lb). May involve extended keyboard or workstation time.
Ability to perceive and discriminate colors, sounds, depth, texture, visual cues or signals; ability to communicate orally.
Environmental FactorsEssential functions performed regularly without adverse environmental conditions. Fieldwork may expose the incumbent to hazards associated with construction sites, traffic, and water system utilities.
