Position OverviewThis Project Manager – Site Development role requires a highly skilled individual capable of managing multiple civil sitework projects from pre‑construction through project closeout, ensuring they are delivered on time, within budget, and in accordance with engineering specifications. A key part of this role includes the ability to read and interpret civil blueprints, understand permitting processes, and effectively coordinate planning and execution phases with engineers, surveyors, and municipalities.
Salary/HourlyRate
$135,000 – $150,000 + Bonus
Responsibilities- Pre‑Construction Planning, Permitting & Blueprint Interpretation:
- Review, interpret, and verify civil construction plans, including grading plans, utility layouts, stormwater systems, erosion control plans, profiles, sections, and detail sheets.
- Lead pre‑construction planning by coordinating site surveys, geotechnical testing, environmental assessments, and due diligence activities.
- Manage permitting requirements, including land disturbance, stormwater, utility, roadway, and environmental permits, ensuring full compliance with local, state, and federal regulations.
- Evaluate zoning requirements, setbacks, easements, site constraints, and municipal codes to confirm feasibility and identify potential conflicts early.
- Collaborate with engineers, architects, and consultants to clarify design intent and resolve discrepancies before mobilization.
- Planning & Coordination:
- Develop project schedules, phasing plans, and construction sequencing strategies.
- Coordinate with utility providers, municipalities, inspectors, and subcontractors to ensure readiness for mobilization.
- Create budgets, cost estimates, and procurement lists for materials, equipment, and subcontractors.
- Site Preparation:
- Oversee land clearing, grubbing, demolition (if applicable), and rough grading according to approved plans.
- Manage installation of erosion control, temporary access roads, laydown yards, and construction facilities.
- Ensure safety protocols, signage, and site access/security measures are implemented correctly.
- Work closely with survey teams to set grade stakes, verify elevations, and maintain accurate site control.
- Infrastructure Development:
- Direct installation of underground utilities, including water, sewer, storm, gas, electric, and telecom.
- Oversee construction of stormwater management systems, such as detention ponds, drainage structures, culverts, and outfalls.
- Manage roadway construction, including subgrade prep, curb/gutter, sidewalks, and paving activities.
- Maintain strong quality control throughout infrastructure installation since most systems will be buried and difficult to modify later.
- Coordinate inspections, material testing, and as‑built documentation.
- Maintain proactive communication with clients, engineers, inspectors, and internal teams.
- Identify issues early and implement solutions to prevent project delays.
- Prepare and submit accurate pay applications and monthly billing packages.
- Work with accounting to track project costs, budgets, and financial performance.
- Ensure project documentation is complete and accurate throughout all phases.
- 5+ years of experience managing civil site development projects.
- Strong technical understanding of grading, utilities, stormwater systems, and erosion control.
- Expert ability to read, interpret, and build from civil blueprints and engineering plans.
- Experience coordinating permitting, inspections, and municipal compliance.
- Proficiency in project management software and Microsoft Office Suite.
- Strong leadership, communication, and problem‑solving skills.
- Ability to manage multiple projects simultaneously in fast‑paced environments.
