Traffic Engineer

Position Information

The Traffic Engineer I position is located within the Cobb County Department of Transportation's Traffic Engineering Division. The purpose of this classification is to support the safe and efficient movement of traffic, pedestrians, and bicyclists throughout Cobb County by performing technical and analytical work related to traffic operations, safety, and infrastructure.

• Conducts and/or reviews modeling, planning, and engineering studies in support of project analysis and design according to area assignment, such as water/wastewater infrastructure, roadways and transportation systems, traffic signals and control systems, or stormwater systems: provides technical support during construction; prepares reports detailing the quantitative analysis performed and concluding recommendations; and reviews and verifies engineering calculations and analysis submitted by consultant engineers or internal engineering technicians.
• Conducts assessments to determine space, infrastructure, facility, and other project requirements: participates in the development of lists of potential infrastructure improvement projects to be included in the capital investment plan for the program or division; and calculates cost estimates and identifies resources needed for projects.
• Develops preliminary/final plans and designs using CAD and other engineering/drafting tools; and develops engineering specifications for project construction based on programming assessment, design concepts, fundamental engineering principles, and approved preliminary plan.
• Coordinates and reviews the work of contracted architects, engineers and other project service providers: works with contractors to make all design modifications necessary to conform with regulatory and project requirements; and approves the designs as appropriate.
• Completes review of civil engineering aspects of site development plans to ensure compliance with applicable laws, ordinances, regulations, and standards: evaluates and assesses the impact of the proposed project with regards to traffic and transportation, drainage and stormwater runoff, hydrology and hydraulics, flood protection, grading and erosion control, zoning and land use appropriateness, and related issues; approves plans and issues permits or initiates any actions necessary to correct deviations or violations;
  
  works with developers/engineers to modify plans for conformity; and maintains comprehensive documentation regarding research and design activities.
• Provides technical assistance to project managers and contracts officers during the bid phase of project design to help evaluate proposals and make recommendations for awarding the contract.
• Communicates with supervisor, project manager, contractors, other governmental agencies, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information or resolve problems: facilitates communication between interested parties; and confers with management to keep them informed on key issues, progress toward objectives, and to gain necessary approval.
• Performs special assignments as requested: conducts specific research; prepares special reports and projects; develops and implements compliance programs; administers state and federal grants; and presents technical data.
• Prepares crash diagrams to geographically show crash types and injury types based on report data; collects and manages traffic data used to determine average daily traffic, headways and speed profiles.
• Maintains and publishes traffic and crash data layers in GIS for internal and external use; performs routine traffic engineering activities to determine if new traffic control devices or changes in existing traffic control devices are warranted/justified.
• Develops new or modifies existing signal timing for County traffic signals: receives and reviews work orders and complaints; examines intersections; determines number and nature of timing parameters for proper signal operation; conducts site visits as needed; designs and implements new signal timing and modifications into signal timing systems and databases; ensures all…
