Description
In an environment of continuous quality improvement, the Emergency Management Specialist is responsible for the administration, planning, coordinating, maintaining, and updating the Memorial Health System Emergency Management Plan and coordinates all activities and training related to emergency preparedness, to include but not limited to collaboration with internal and external departments and agencies at the hospital, local, regional, state, and national levels.
Provide necessary project management and support for all emergency preparedness agenda items. Coordinate completion of all grants related to emergency preparedness. These functions are performed in accordance with all applicable laws and regulations and Memorial Health System philosophy, policies, procedures and standards of excellence. Exhibits the MHS Standards of Excellence and exercises strict confidentiality at all times.
Job Functions:
- Develop, direct, and coordinate all emergency management activities for the Memorial Health System by overseeing and managing ACHC, CMS, NFPA, and OSHA Emergency Management Life Safety compliance for Memorial Health System and provider-based clinics.
- Develop and maintain the Memorial Health System Emergency Management Plan, ensure that the plan is maintained and up to date, and that the plan meets ACHC standards.
- Orchestrate the execution of two System-wide Emergency Preparedness Drills per year (at minimum), one of which must include a coordinated response with local emergency services. Ensure that the Emergency Management Call Lists are up to date and functional, conduct quarterly reviews and verification of hospital/facilities call lists, and publish updates.
- Work directly with hospital education to design, develop, coordinate and implement hospital-wide and site-specific training for Memorial Health System Emergency Management Plan.
- Participate with internal and external task forces, committees, and agencies regarding emergency preparedness including those at the hospital, local, regional, and state levels.
- Investigate, research, and make recommendations regarding best practices with respect to emergency preparedness.
- Oversee and manage ACHC, CMS, NFPA, and OSHA Emergency Management Life Safety compliance for Memorial Health System and provider-based clinics.
- Support the implementation and on-going education of the hospital Incident Command System (HICS), the key element of the Memorial Health System Emergency Management Plan which includes supporting the following responsibility areas:
Security and Safety, Communications, Training, Operations, Logistics, Planning, Finance and Operations. - Manage and coordinate the decontamination teams for Memorial Health System.
- Provide project management support for those committees responsible for developing specific needs associated with various emergency scenarios for external events (trauma, bioterrorism, chemical, nuclear), and internal events (fire, weather, damaged utilities, etc.).
- Chair the system emergency preparedness committee and other related sub-committee meetings while contributing ideas and monitoring the planning process to develop project plans and timelines for accomplishing outstanding tasks; identify inconsistencies among plans and propose corrective measures.
- Collect, review, and provide editing support to managers for all departmental/facilities plans, and ensure that the plans are cohesive comprehensive.
- Assumes all other duties and responsibilities as necessary.
Minimum Education /Experience
Required:
- Bachelor’s Degree required;
Masters preferred. - Five years of progressive experience in Emergency Management may offset degree requirement.
- Certificates for the following FEMA online courses: IS-100.HC — Introduction to the Incident Command System for Healthcare/Hospitals; IS-200.HC — applying ICS to Health Organizations; IS-700 — National Incident Management System (NIMS); IS-800 — National Response Plan: or willing to obtain within 6 months of employment required.
