Overview
Under general direction, manages the City's Building Division; supervises division personnel; plans and administers programs, operations and activities including Engineering Building Inspection, Plan Check, Code Enforcement, Public Works and construction projects; manages contract administration processes; ensures compliance and enforcement of codes and Federal and State laws and regulations; plans and administers division budget; establishes goals, objectives and measures outcomes; and performs related duties as assigned.
SupervisionReceived and Exercised
Receives administrative direction from the Community Development Director. Provides direct supervision of assigned management, professional and administrative staff, and contracted services. Incumbents may not perform all duties and may be required to perform additional or different duties to address business needs and changing practices.
Duties (Responsibilities)- Plan, direct and coordinate the enforcement of laws and codes governing the construction of new buildings or altering existing structures.
- Enforce zoning and housing codes and ordinances for all areas of responsibility.
- Supervise the building, public works, code enforcement, engineering and plan check activities, programs and personnel, and contract administration and compliance.
- Advise builders and homeowners on minimum standards of construction and materials.
- Perform the more complex, difficult and sensitive inspections and assist staff in resolving technical questions related to code requirements.
- Perform the more difficult plan checks; perform energy plan checks.
- Confer with architects, contractors and others concerning building code provisions and construction methods.
- Resolve disputes between the City, contractors and other parties with professionalism; foster, model and maintain respectful work relationships; exercise political savvy and diplomacy.
- Make presentations to the City Council, commissions and other groups; explain division policies to the public, developers and builders.
- Review, analyze, develop and implement financial practices, procedures and controls within the division; participate in the preparation and development of the annual budget; invoice and collect plan check, building permit, impact, administrative, and other applicable fines and fees.
- Prepare preliminary scope/budget statements, feasibility studies, RFPs/RFQs; award design contracts and oversee design, value engineering, bid specifications, public bidding, review construction contract specifications and award contracts.
- Serve on committees and attend meetings; serve as liaison on behalf of the City.
- Conduct highly complex research; compile, analyze, and interpret a wide variety of information; prepare and present complex reports and data to diverse audiences at department and public meetings.
- Manage personnel issues, including discipline, performance management and staff development; delegate work and evaluate performance.
- Monitor current trends, practices and developments in each area of responsibility, including legislation trends and changes, court rulings, and professional techniques; evaluate impact on City operations and recommend policy changes.
- Establish and maintain positive working relationships with community organizations, residents, the business community and other agencies.
- Ensure and model workplace safety.
- Develop and implement division goals, objectives, policies and priorities.
- Provide leadership for government bodies, private firms, and organizations; participate in achieving city, department and division goals.
- Apprise the Community Development Director of anticipated problems and coordinate resolutions and outcomes.
- Coordinate the Americans with Disabilities facilities transition plan for the City.
- Review scope, schedule and events; plan work according to objectives; assess and control risk; allocate resources; organize, direct and track projects; ensure quality management, defect prevention, change orders, and payment reviews.
- May serve as Acting Director in the absence of the Department Director.
