Hazardous Materials Specialist II

Summary: The Contra Costa County Health Services Department is offering an opportunity for a Hazardous Materials Specialist II in Martinez, CA. One vacancy is available in the Hazardous Materials Programs Division.

Responsibilities
  • Conduct hazardous materials and stormwater compliance inspections.
  • Investigate environmental complaints and perform enforcement actions.
  • Provide assistance to businesses, agencies, and the public.
  • Participate on the Hazardous Materials Incident Response Team and respond to releases.
  • Prepare written reports and documentation of inspections.
  • Review laws and regulations for compliance at regulated facilities.
  • Participate in the division’s response to hazardous materials incidents.
Minimum Qualifications
  • License:
    Valid California Motor Vehicle Operator's License (out‑of‑state license accepted).
  • Education:

    Bachelor's degree in public health, chemistry, industrial engineering, industrial hygiene, toxicology, physical sciences, biological sciences, or a closely related field.
  • Experience:

    Two (2) years of full‑time or equivalent experience performing hazardous materials inspections, developing environmental regulatory programs, directing technical operations of a hazardous material facility, or performing industrial hygiene duties.
  • Master's degree may substitute for one (1) year of the required experience.
  • Certification:
    Within six (6) months of employment, obtain and hold a certificate of completion of coursework that meets the California Occupational Health and Safety Administration (OSHA) Hazardous Waste Operation and Emergency Response standard (CCR Title 5192) and all certifications required for Unified Program inspections.
  • Special Requirement:
    Annual physical including respirator authorization for Incident Response Team members.
Desirable Qualifications
  • International Code Council (ICC) certification.
  • California Underground Storage Tank (UST) Inspector Training certification.
  • Above ground Petroleum Storage Act (APSA) inspector training.
  • 40‑hour HAZWOPER Certification (CCR Title 8, sec 5192).
  • Experience regulating or managing hazardous materials/wastes.
  • California Environmental Protection Agency (CalEPA) Basic Inspector Academy.
  • Microsoft Office and Teams proficiency.
  • Knowledge of Chemistry and Physics.
