Business Development Manager

Overview

As a solutions‑based company focused on innovation for warfighters, Precise Systems delivers expert consultation on network and weapons systems acquisition, maintenance/modernization, and sustainment programs. The Business Development Manager will serve as a capture manager for Navy and Army combat systems, driving customer engagement, opportunity identification, qualification, and capture management for strategic opportunities.

Responsibilities
  • Engage with existing and aspirational Government customers to brief Precise corporate capabilities and assess Government needs.
  • Create a market and account growth strategy aligned to the corporate strategic plan and growth strategy.
  • Identify opportunities in accordance with the market and account growth strategy; research and present identified opportunities at gate reviews for qualification, capture, and bid/no‑bid decisions.
  • Conduct all capture activities associated with qualified opportunities, working with the applicable Corporate and Operations teams.
  • Determine capture team resource requirements and costs associated with bid and proposal.
  • Convey capabilities, strengths, and weaknesses and direct the development of capture strategies and marketing philosophies.
  • Interact with various departments (Human Resources, Finance, Business Management, etc.) to develop win and price strategies.
  • Ensure properly prepared recommendations (go/no‑go presentations) are delivered to senior management.
Required Education
  • Bachelor’s degree in engineering, Information Technology, business, or a related discipline, or 5 years of Business Development/Capture experience in lieu of a degree.
  • Master’s degree preferred.
Required Experience
  • 3+ years of Business Development/Capture leadership in DoD markets, including subordinate commands.
  • 10+ years of progressive experience in growth roles (capture management, business development, on‑contract growth) or related roles within the defense industry.
  • Solid understanding of DoD acquisition lifecycle, customers’ buying trends, budgets, and requirements.
  • Proven track record of leading and winning contracts within the defense sector, including experience with new business pursuits and recompete efforts.
  • Strong understanding of the federal acquisition process, including IAC, GWAC, Agency MAC, and alternative contracting models (OTA, CSO, etc.).
  • Exceptional strategic thinking skills and the ability to translate market and customer insights into winning capture strategies.
  • Excellent interpersonal and communication skills, with the ability to build and maintain relationships at all levels of the organization and with external partners.
  • Proficiency in competitive analysis, market research, and pricing strategies.
  • Experience participating in proposal development and solutioning sessions.
  • Strong leadership skills with the ability to motivate and guide cross‑functional teams toward successful capture efforts.
  • Highly organized, detail‑oriented, and capable of managing multiple capture efforts concurrently.
Preferred Experience
  • Experience with Next Stage, Deltek GovWinIQ, Deltek Costpoint, MS Teams, and SharePoint.
  • Profit and Loss experience as a DoD account manager or program manager.
  • Experience in DoD acquisition, technology development, systems integration, operations, and contract management.
  • Experience growing new markets and locations while working for a large business.
Travel

25+% travel expected.

Clearance & Citizenship

Must be able to obtain and maintain a Secret security clearance. U.S. citizenship is required.

Compensation

Salary range: $ – $ (annualized USD). The range represents the standard pay for this role and is one component of the total compensation package.
