Job Overview
Graduation from an accredited college or university with a bachelor's degree and at least twenty-seven quarter hours in accounting. Four years of experience in professional level accounting or auditing; one year must be in professional‑level auditing or supervision of employees engaged in professional‑level accounting. An associate’s degree with a major in accounting plus one year of professional‑level experience may substitute for the bachelor's degree.
Additional graduate coursework, licensure as a CPA, or qualifying full‑time professional experience may substitute for the required education and experience up to a maximum of four years.
- Collect detailed tax information from taxpayers with multi‑state operations; audit taxpayers where disagreement is likely over the position taken for tax liability; establish sampling procedures for the audits; explain the purpose of the audits to the taxpayer and define the scope of their records; resolve issues pertaining to nexus and taxability for the taxpayer; verify completeness of records; reconcile discrepant figures from taxpayer accounts;
determine a suitable position for tax liability in accordance with applicable state law, attorney general’s opinions, and established administrative practices; compute tax liability, plus any interest, penalties, or adjustments due from the taxpayer. - Set goals and priorities for a working group of professional‑level tax auditors based on divisional policy, production, tax legislation, and resources; analyze tax results, tax assessments, and coverage of accounts in relation to goals and priorities set for the work group; change direction of the work group, if necessary, in order to meet goals and priorities; make recommendations for budget improvements.
- Review and may approve audits performed by professional‑level tax auditors; make decisions about the accuracy of audit findings; insure that tax audit findings are in accordance with tax law and administrative policies; verify that documentation is complete, logically developed, and well supported.
- Provide professional‑level tax auditors with technical assistance; answer inquiries from the tax auditors about tax liability, type of transactions, appropriate sampling strategies, or alternative auditing procedures.
- Evaluate performance of professional‑level tax auditors; identify job responsibilities and characteristics of exceptional performance to establish job performance plans; assign job performance ratings to professional‑level tax auditors.
- Identify taxpayers for audit based on legal mandate, prior audit history of the taxpayers, random and stratified sampling procedures, or referrals from federal or state agencies; set priorities for tax audit assignments and individuals to conduct the tax audits.
- Train professional‑level tax auditors through on‑the‑job training and departmental classes; orient new employees in departmental policy, tax law, audit techniques, and audit procedures; assign new employees to lead auditors for on‑the‑job training; teach specific issues in tax law, the background related to tax law, audit techniques, and audit sampling to professional‑level audit staff on a department‑wide basis; teach standardized training classes as mandated within state government.
- Coordinate tax disputes between taxpayers and tax auditors; cite the legal basis for a decision to the taxpayer or taxpayer’s representative; route unresolved tax disagreements to management.
- Interview applicants for promotional opportunities within the work group; explain special features of the job to applicants; talk to applicants about their overall goals, their strong and weak points, and their prior work history; provide recommendations to the director of each division concerning the selection of the applicants.
- Explain tax positions and tax policies which could potentially be questioned in a court of law; answer inquiries from the legal staff or attorney general; provide documentation to legal staff which will support a tax assessment; provide testimony as an expert witness in a court of law or for deposition of a case.
