Description Are you an experienced professional with the passion and experience to lead the International Trade and Compliance Office (ITCO) at the Johns Hopkins University Applied Physics Laboratory? Are you an expert in International Traffic and Arms Regulations (ITAR), Export Administration Regulations (EAR), and Office of Foreign Assets Control (OFAC) requirements? Do you have experience leading professionals in a fast-paced, mission-driven environment?
Do you bring both strategic oversight and hands-on knowledge of International Trade and Compliance regulations? If so, we’re looking for someone like you to join our team n our team of experienced professionals working together to support one of the country’s premier research laboratories to think boldly and support the nation on critical national security space, and global health missions.
We are seeking an experienced professional to lead our International Trade and Compliance Program, serve as the organization' s primary ITAR Empowered Official, and supervise the ITCO staff. The successful candidate will function as APL's preeminent international trade compliance expert and will work closely with business units in the organization to analyze business opportunities, develop international trade compliance strategies, and obtain the appropriate export/import authorizations to ensure compliance with the U.S. laws and regulations.
As the Supervisor for ITCO, you will...
* Lead APL' s International Trade and Compliance (ITCO) Program.
* Supervise ITCO staff and manage performance and coaching.
* Monitor statutory and regulatory changes as well as industry "best practices," and modify the ITCO Program as necessary.
* Prepare, deliver, and oversee specific and general international trade training, including on-line training.
* Conduct periodic self-assessments of the ITCO Program.
* Lead the development, modification, oversight, and administration of APL-wide ITCO policies, procedures, and practices.
* Handle highly sensitive matters with broad impact across APL and JHU.
* Oversee international trade compliance activity by advising and providing solutions for APL programs.
* Review and provide comment on tasks with international trade risk.
* Oversee review of requests for public release, international travel, export/import license applications, and use of export/import exemptions/exceptions.
* Determine need for Commodity Jurisdiction Requests.
* Oversee preparation of voluntary disclosures to the U.S. Government.
* Serve as APL' s primary ITAR Empowered Official and coordinate with other APL Empowered Officials along with JHU's Empowered Official.
* Ensure that APL’s export/import registrations are current.
* Serve as APL' s representative to local, state, regional, federal, and other national forums on international trade compliance, including those related to UARCs/FFRDCs, professional groups, and regulatory bodies.

* Have a Master’s Degree in a field that is relevant to international trade compliance; J.D. from an ABA accredited law school and admission to practice law in one or more jurisdictions; or a Bachelor's Degree in a field relevant to international trade compliance and at least 10 years of professional experience in international trade/export control.
* For candidates with a Master’s degree and/or J.D., have a minimum of 10 years professional experience, at least 8 years of which are in international trade/export control, with a law firm, federal agency, University Affiliated Research Center (UARC), Federally Funded Research Center (FFRDC), or corporation.
* Have substantive knowledge of export/import regulations (g., ITAR, EAR, OFAC, the National Industrial Security Program Operating Manual (NISPOM), and Customs), compliance, classifications, licensing and exemptions, preparing Technical Assistance Agreements and Commodity Jurisdiction Requests, preparing voluntary disclosures to the U.S. Government, and monitoring laws/regulations.
