The Town of Capitol Heights is seeking an experienced, dependable, and highly motivated Code Enforcement / Property Standards Inspector to join our team.

This position is intended for an individual who already has professional experience working in code enforcement, property standards, housing inspections, zoning enforcement, or a closely related field. The successful candidate should have practical knowledge of conducting inspections, identifying violations, preparing notices and reports, communicating with property owners and residents, and following cases through the compliance and enforcement process.

This is not an entry-level or trainee position. Candidates must have previous relevant field experience and be prepared to independently perform the essential functions of the position.

ESSENTIAL DUTIES & RESPONSIBILITIES
  • Conduct routine and complaint-based inspections of residential, commercial, vacant, and other properties throughout the Town.
  • Identify violations of applicable property maintenance, housing, zoning, health and safety, and related Town codes and regulations.
  • Investigate complaints concerning property conditions, illegal dumping, overgrown vegetation, trash and debris, abandoned or inoperable vehicles, unsafe conditions, and other potential code violations.
  • Issue notices of violation, citations, corrective-action notices, and other enforcement documentation as authorized.
  • Conduct follow-up inspections to determine whether violations have been corrected within established time frames.
  • Maintain accurate and complete records of inspections, photographs, complaints, correspondence, violations, enforcement actions, and case outcomes.
  • Prepare clear and professional inspection reports, notices, letters, and other correspondence.
  • Respond professionally to questions and complaints from residents, property owners, landlords, tenants, businesses, and other stakeholders.
  • Explain applicable Town codes, compliance requirements, and corrective actions to property owners and responsible parties.
  • Work with other Town departments and appropriate county, state, and outside agencies when enforcement matters require coordination.
  • Research property information and other records necessary to investigate code violations.
  • Prepare documentation and case files for administrative hearings or court proceedings.
  • Testify regarding inspections, violations, records, and enforcement actions when required.
  • Maintain confidentiality and exercise appropriate judgment when handling sensitive matters.
  • Perform other related duties as assigned.
REQUIRED EXPERIENCE & QUALIFICATIONS
  • Previous professional experience in code enforcement, property standards inspection, housing inspection, zoning enforcement, building inspection, or a closely related field is required.
  • Demonstrated experience conducting field inspections and identifying code or property maintenance violations.
  • Experience documenting violations and preparing inspection reports, notices, citations, or similar enforcement correspondence.
  • Working knowledge of code enforcement procedures and compliance practices.
  • Ability to read, understand, interpret, and apply municipal codes, ordinances, regulations, policies, and procedures.
  • Ability to independently manage assigned cases from initial complaint or inspection through follow-up and resolution.
  • Strong written and verbal communication skills.
  • Strong organizational and recordkeeping skills with attention to detail.
  • Ability to handle difficult or sensitive interactions professionally and calmly.
  • Ability to work independently in the field while also working effectively as part of a team.
  • Basic computer proficiency, including Microsoft Office and electronic recordkeeping/database systems.
  • Ability to maintain professionalism, integrity, impartiality, and confidentiality.
  • Valid driver's license and ability to travel throughout the Town to conduct inspections.
PREFERRED QUALIFICATIONS
  • Previous code enforcement or property standards experience with a municipal, county, or other local government agency.
  • Knowledge of Maryland and Prince George's County property maintenance, housing, zoning, or related regulations.
  • Experience issuing citations or violation notices and conducting follow-up enforcement.
  • Experience preparing cases for hearings or court proceedings and providing testimony.
  • Familiarity with code enforcement software, permitting systems, GIS, property databases, or similar systems.
