Human Resources Manager – Maryland Operations
Position Summary

The Human Resources Manager – Maryland Operations is responsible for overseeing all human resources functions across the company's Maryland retail, cultivation, and production facilities. Reporting directly to Maryland Operations Management
, this position partners closely with the Corporate HR Hub to ensure consistency in policy, compliance, and employee relations across all departments.

This role serves as both a strategic and hands‑on leader - managing recruitment, employee relations, performance management, training, and compliance - while fostering a positive, professional, and policy‑aligned work culture. The HR Manager ensures the Maryland operations remain compliant with state labor laws and cannabis regulations, while also maintaining alignment with company standards, values, and strategic objectives.

Essential Job Duties
Recruitment & Staffing
  • Oversee full‑cycle recruitment for all Maryland retail, production, and cultivation positions.
  • Partner with department heads and Maryland Operations Management to identify staffing needs and develop proactive recruitment plans.
  • Ensure hiring practices meet state cannabis regulatory requirements and company policy standards.
  • Conduct interviews, manage selection processes, and coordinate onboarding with Corporate HR.
  • Maintain accurate staffing documentation and ensure personnel records meet state compliance standards.
Employee Relations
  • Serve as the primary HR point of contact for all Maryland-based employees and leadership teams.
  • Address employee inquiries, workplace issues, and interpersonal conflicts promptly and professionally.
  • Investigate employee concerns and document findings in coordination with Corporate HR when appropriate.
  • Coach managers on effective communication, documentation, and corrective action procedures.
  • Promote employee engagement and morale through proactive communication and recognition initiatives.
  • Conduct exit interviews and provide feedback to management on retention and engagement trends.
Performance Management
  • Oversee the performance review process and ensure completion according to company timelines.
  • Support Maryland management teams in developing and delivering performance feedback, improvement plans, and progressive discipline.
  • Monitor adherence to company attendance, conduct, and performance standards.
  • Collaborate with Corporate HR to ensure consistency in corrective action decisions and documentation.
  • Support leadership development and accountability through coaching and communication.
Training & Development
  • Coordinate onboarding and ongoing training programs across all Maryland departments.
  • Ensure completion of mandatory compliance and cannabis industry training requirements.
  • Identify training gaps and recommend targeted programs to enhance team performance and leadership capability.
  • Promote employee development and career growth through continuous learning initiatives.
  • Maintain detailed training and certification records for compliance purposes.
Policy Administration & Compliance
  • Implement and uphold company policies and procedures consistently across Maryland facilities.
  • Ensure compliance with all federal, state, and local employment laws as well as Maryland Cannabis Administration (MCA) regulations.
  • Conduct periodic internal audits to verify adherence to company and state requirements (e.g., timekeeping, documentation, and employee files).
  • Communicate updates from the Corporate HR Hub and ensure proper implementation at the local level.
  • Support investigations, audits, and inspections related to HR or compliance as needed.
  • Recommend policy improvements or local adaptations based on operational needs or legal updates.
Strategic HR Leadership
  • Serve as a key member of the Maryland Operations leadership team, providing guidance on HR strategy, workforce planning, and employee engagement.
  • Partner with Corporate HR to ensure alignment in culture, policy, and employee experience across all locations.
  • Utilize HR metrics and local insights to identify trends, forecast needs, and support operational efficiency.
