ITC Defense Corp. is seeking a full‑time Senior Management Systems Analyst to support Foreign Military Sales (FMS) logistics operations within the Naval Air Systems Command (NAVAIR). The Senior Management Systems Analyst will serve as the SYSCOM Security Cooperation Office’s International Programs Communications Lead, supporting a government program manager and providing procedures, continuity, expertise, and products that communicate the SSCO’s mission and scope to stakeholders and the workforce.

The Communications Lead is also the SharePoint administrator, owning and maintaining permissions for all NAVAIR SSCO sites. The role involves gathering and translating business requirements into functional system specifications, supporting Agile development, and serving as a liaison between users and development teams. Design and implement customized SharePoint and Power Platform solutions, automate workflows, ensure smooth data migration from legacy systems, conduct user training, develop documentation, and stay current with evolving Microsoft technologies to continuously improve system performance and user adoption.

• Support Agile development activities, including sprint planning and collaboration with cross‑functional teams.
• Gather and translate business and technical requirements into clear functional specifications for system enhancements.
• Design and implement customized SharePoint solutions such as web parts, dashboards, lists, and libraries to support logistics operations.
• Automate workflows and processes using SharePoint Designer and Power Automate to improve efficiency.
• Serve as the main point of contact between users and the development team, providing updates and collecting feedback.
• Assist with data migration from legacy systems, ensuring accuracy and consistency.
• Perform user acceptance testing, document results, and coordinate fixes or updates.
• Develop user guides, SOPs, and training materials; conduct training to support new system adoption.
• Stay current with Microsoft SharePoint, Power Platform, and related technologies through ongoing learning.
• Partner with logistics, IT, and program management teams to align technical solutions with overall program goals.
• Create external and internal facing articles and news posts to disseminate information, news and the International Program mission to the SSCO community and across NAVAIR.
• Primary Point of Contact (POC) for permissions, access, file maintenance, development, co‑development, and audits across several NAVAIR SSCO sites.
• Ensure SSCO briefing templates (standard and expanded) are up to date and posted on Matrix and Microsoft Teams, including organizational charts, lists, and templates.
• Maintain the NAVAIR SSCO Awards and Certificates Program.
• Create electronic visual displays within the SSCO Office for dissemination to the visual team.
• Liaison to the NAVAIR Command Communications Team (PAO).

• Active Secret Clearance.
• Master’s Degree from an accredited college or university plus at least ten (10) years of work experience in FMS, logistics, program management, or a related discipline. Alternative: Bachelor’s degree plus four (4) additional years of related experience.
• Experience with at least one of the following technologies:
  Lotus Domino, SQL, Oracle, Visual Studio/.NET, Cold Fusion, jQuery, JavaScript; experience in software development methodologies and best practices.

• Bachelor’s degree in Computer Science, Software Engineering, Information Systems, or a related technical field (or equivalent work experience).
• Certification or formal training in Agile methodologies (e.g., Certified Scrum Master, SAFe Agilist).
• IAT Level II certified.
• Hands‑on experience with Microsoft Teams, Power Apps, Power Automate, and Power BI.
• Strong written and verbal communication skills, with the ability to manage time effectively and prioritize tasks.
