SALARY: £44,433 to £47,925 per annum + Benefits

This is an exciting opportunity for a Senior Transport Planner to join a transport development management service, providing specialist advice on highways and transportation matters linked to new development.

As the Senior Transport Planner, you will manage a caseload of major and complex sites, assess transport impacts, support planning consultations and help secure appropriate highways and transportation mitigation.

The Senior Transport Planner will also work closely with internal teams, local planning authorities, developers, partners and communities to support economic and sustainable development in line with policies and strategies.

• Managing Complex Cases:
  Manage a caseload of significant development schemes involving complex highway matters and wider network impacts
• Providing Technical Advice:
  Provide formal transport development management advice, including input on pre-application enquiries, outline planning applications, reserved matters applications and planning appeals
• Assessing Transport Impacts:
  Review and assess transport analysis, modelling and assessment work relating to new development proposals
• Securing Mitigation:
  Negotiate highways and transportation mitigation, including planning conditions, planning obligations, Section 106 discussions and other appropriate funding routes
• Preparing Reports:
  Prepare and present complex technical and non-technical reports, documentation and statutory consultee responses
• Supporting Service Delivery:
  Assist the team manager with workload management, service planning, efficiency and effective delivery of the transport development management service
• Representing the Organisation:
  Represent the organisation at meetings, public inquiries, planning appeals, public meetings, site liaison meetings and external forums as required
• Working in Partnership:
  Build effective relationships with local planning authorities, developers, external agencies, contractors, community groups and other stakeholders
• Supporting Colleagues:
  Supervise, organise, motivate and mentor colleagues working on transportation, highways and planning liaison matters
• Promoting Compliance:
  Support work undertaken in line with planning legislation, regulations, national policy guidance and relevant organisational policies

• Degree, diploma or equivalent qualification in a transport planning or engineering related field
• Membership of the Chartered Institute of Highways & Transportation
• Strong experience assessing the transportation aspects of new development
• Experience representing a highway authority or equivalent within the planning consultation process, including planning appeals and public inquiries
• Experience preparing technical reports, documentation and statutory consultee responses
• Detailed knowledge of transport development management processes, planning legislation and highways-related development matters
• Strong negotiation, communication and stakeholder management skills
• Ability to manage complex workloads, prioritise deadlines and deliver high quality technical responses
• Ability to work collaboratively across teams, departments, partners and external organisations
• Ability to travel throughout the county and work occasional evenings or weekends when required
• Ability to speak fluent English to communicate fully with clients and the public

• Experience using performance management tools and electronic systems
• Knowledge of planning obligation agreements, including S278 and S38
• Ability to solve technical and logistical problems quickly and adapt to changing situations
