Overview
Responsible to provide support for customs compliance related functions, such as but limited to; import/export of products, Country of Origin (COO) validation, Free Trade Agreement certificates, accurate classification of products, maintaining CTPAT certification, Forced Labor validation, duty drawback, FTZ are undertaken in accordance with applicable policies, procedures and government regulations.
ResponsibilitiesA DAY IN THE LIFE:
- Ensure that all items have accurate product descriptions, accurate tariff classifications, country of origins, ECCNs, PGA data and preferential treatment based on regulatory requirements with minimal assistance from Management. Respond to inquiries as needed and coordinate binding rulings with Customs Compliance Manager and legal.
- Strong level of experience in Classification and executes ongoing review and approval of classifications & ECCN assignments executed by import/export team members. Manage and report on these activities.
- Monitor changes in tariff or duty related programs including but not limited to HTS, Schedule B, ECCN, license exemptions, CVD/ADD, Section 301, 201, CN duty exemptions. Evaluate impacts assess and execute activities to mitigate. Monitor any changes in sanctions, embargoes and country controls as well as evaluate, analyze, act on or manage actions on tasks; report as required.
- Interact and coordinate with relevant groups on sample shipments, engineering samples, or other non-standard import/export shipments to ensure proper classification and movement of products occurs limiting delays.
- Coordinate the qualifications of products for Free Trade Agreement (such as USMCA) certificates from relevant groups.
- Support Customs Compliance Manager maintaining CTPAT Certification compliance. Ensure Forced Labor compliance within government regulations. Support meetings or documentation requests as needed.
- Support requests from legal/compliance counsel to pull specific entry documents and provide required documents from external broker entry packets.
- Manage post entry activity in coordination with Customs Compliance Manager and brokers including but not limited to Post Summary Corrections, Protests, Prior Disclosures, Voluntary Tenders, CF 28, CF29 or any Customs notifications.
- Position will support, develop processes, monitor and report on activity or requirements related to drawback or other duty/tax claims. Provide drawback to facilitate refunds as needed.
- Research within available broker reports to complete and provide detailed duty recovery data and evidence related to tariff mitigation efforts to the appropriate groups to prevent lost costs.
- Coordinate with relevant groups on FTZ related activities and monitor transactions with brokers ensuring compliance with FTZ entries and shipments are completed as required.
- Respond to requests for information from internal parties on status of shipments and interface with 3rd party and internal parties to resolve issues and elevate to logistics, management and/or compliance teams as needed.
- Interact with freight forwarders/carriers/agents where needed to collect documents, coordinate payment of freight charges and other fees to ensure customs release and final delivery, when needed.
- Support the Customs Compliance Manager in monitoring Custom Broker KPIs, metrics and ACE reports for accuracy. Coordinate with brokers on any errors discovered for proper correction and prevention of future errors.
- Bachelor’s degree in Supply Chain Management, Logistics, or a related field.
- Three (3) to five (5) years of practical experience in handling customs and international trade related issues, country of origin support, product classification, qualification of goods for free trade agreements, CTPAT OR equivalent experience.
- A current US Customs Broker license is required.
- Candidate must have a high level of understanding of the harmonized tariff system, free trade agreements and relevant tariff knowledge to ensure accuracy classification and entry of goods. Candidates for this position should also possess a practical knowledge of CBP compliance best practices and regulations.
