The purpose of this position is to plan, organize, and direct engineering operations; design and analyze infrastructure and related construction projects; resolve engineering problems; manage construction projects; and supervise assigned staff and contractors as required.
- Develop engineering calculations, documentation, and technical reports; conduct research to assess the feasibility of new construction projects.
- Ensure compliance with local, state, and federal requirements for engineering and design of construction projects; manage project timelines and budgets; supervise and mentor other engineers on staff.
- Use specialized software to simulate construction plan sheets and design; conduct plan reviews to identify errors and omissions for quality control and minimizing change orders.
- Implement sustainable and environmentally friendly solutions for construction projects; communicate analyses and project solutions to staff engineers, inspectors, right-of-way coordinators, and construction project coordinators.
- Lead and coordinate daily work of staff engineers; organize tasks in order to complete assigned work; monitor status of work in progress and inspect completed work; confer with co-workers, assist with complex/problem situations, and provide technical expertise; assist with training and instructing co-workers regarding operational procedures and proper use of equipment; and assist with supervision of co-workers by reporting employee problems and providing input on disciplinary action and employee performance evaluations.
- Conduct and/or review modeling, planning, and engineering studies in support of project analysis and design according to area assignment, such as roadways and transportation systems, stormwater systems, or other areas as assigned; provide technical support during construction; prepare reports detailing the quantitative analysis performed and concluding recommendations; and review and verify engineering calculations and analysis submitted by consultant engineers or internal engineering technicians.
- Manage and supervise infrastructure improvement design and construction projects and programs specific to specialty area through both in-house and professional engineering consultant firms; conduct assessments to determine space, infrastructure, facility, and other project requirements; participate in the development of lists of potential infrastructure improvement projects to be included in the capital investment plan for the program or division; and calculate cost estimates and identify resources needed for projects.
- Manage design, development, construction, and/or implementation of complex, multi-year, county-wide projects and programs; ?establish projects schedules; review reports and designs from consultants; conduct overall project evaluation; coordinate and review the work of contracted architects, engineers, city staff, and other project service providers; work with contractors to make design modifications necessary to conform with regulatory and project requirements; and approve the designs as appropriate.
- Complete review of civil engineering aspects of all site development plans to ensure compliance with applicable laws, ordinances, regulations, and standards; evaluate and assess the impact of the proposed project with regards to traffic and transportation, drainage and stormwater runoff, hydrology and hydraulics, flood protection, grading and erosion control, zoning and land use appropriateness, and related issues; approve plans and issue permits or initiate any actions necessary to correct deviations or violations;
and work with developers/engineers to modify plans for conformity. - Serve as a subject matter expert; handle multiple complex projects and provide direction and oversight to engineers and/or engineering technicians assigned to a project.
- Collect and compile details from engineering, transportation, utilities, and maintenance divisions for both current and future projects; research and analyze projects for feasibility, priority, and timing; maintain comprehensive documentation regarding research and design activities; and may present findings to County Administration.
- Participate in evaluating bids and proposals; provide technical assistance and guidance during bid phase of project design; assist with evaluation of proposals; make recommendations for awarding contracts; and guide project management staff and consultants to control costs, manage risk, avoid claims, and resolve disputes.
- Ensure compliance with plans and specifications and all applicable local, state, and federal regulatory standards; conduct field visits to observe construction; determine the validity of change orders; address conflicts between consultants, contractors, and inspectors; and issue non-compliance and project acceptance letters.
