Job Description
The Collin County Clerk is seeking qualified individuals to fill the position of Senior Administrator. This position is responsible for overseeing the daily operations of the Land Records department as well as the administration and management of 18 staff. Duties include the development and implementation of office policies and procedures, creating goals and objectives for department personnel, managing personnel processes and functions including staff recruitment, disciplinary actions, monitoring productivity and performance, and must demonstrate a considerable amount of initiative and independent analytical judgment.
This position will be required to assist in writing Requests for Proposals, Requests for Information and Requests for Quotes. Requirements include the implementation of an electronic Records Management System, troubleshooting any issues and, testing and applying upgrades and patches. Must establish and maintain positive, effective working relationships with database vendor, County Clerk staff, other county departments and the general public while maintaining strict confidentiality.
This position interacts daily with title companies, attorneys and eRecording submitters.
W duties also include researching and following legislation that impacts the Land Records department including all related fees, maintaining fee schedule, managing eRecording, creating and maintaining spreadsheets, assisting in the compilation of department annual budget, monitor department expenditures and, review and approve staff training. Position requires travel to conferences for continuing education in the duties and responsibilities of the County Clerk.
Ability to pass a criminal background check is required. Position requires strong leadership and organizational skills. Strong written and verbal communication skills are required. Must be able to demonstrate proficiency in MS Windows 10 and MS Office 2010 or higher with an emphasis on Excel and Power Point. Strong knowledge in the operation of various software programs and web design is highly preferred.
The candidate who fills this position must have ability to read and understand legal documents, local and state codes, and legislation regarding real property.
A level of knowledge normally acquired through four years of college resulting in a Bachelor’s degree OR through 4 years supervisory experience, with a minimum of 5 years overall work experience or an acceptable combination of education and experience is required. Candidates must possess and maintain a valid Texas Driver’s License with an acceptable driving record.
