City Park Homes is seeking a seasoned Land Development Manager to lead the planning, execution, and oversight of all land development projects from initial acquisition through municipal assumption. Based at our McKinney, Texas headquarters, this executive leadership role is critical to our growth strategy and community-building mission. The ideal candidate will be a visionary planner, skilled negotiator, and technical expert with a proven ability to manage large-scale residential developments in alignment with regulatory and municipal frameworks.

Key Responsibilities- Site Acquisition & Due Diligence
- Identify and evaluate development sites through zoning, environmental, and financial analysis
- Lead feasibility studies, environmental assessments, surveys, and title reviews
- Partner with the acquisition team to negotiate land deals and ensure regulatory compliance
- Planning & Design Management
- Oversee conceptual site plans, master planning, and layouts with consultants and architects
- Ensure design alignment with urban planning policies and environmental standards
- Prepare development proposals with project timelines, cost estimates, and risk analyses
- Permitting & Regulatory Approvals
- Manage zoning amendments, site plan approvals, building permits, and environmental clearances
- Liaise with municipal departments, councils, and agencies to expedite approvals
- Monitor compliance with all applicable local, state, and federal regulations
- Project Coordination & Execution
- Lead end-to-end project management through planning, design, and development stages
- Coordinate cross-functional teams including engineers, surveyors, and contractors
- Deliver detailed project reports and updates to senior leadership
- Stakeholder Engagement & Public Relations
- Foster strong relationships with local governments, communities, and public stakeholders
- Represent the company in city council meetings and public forums
- Address community concerns and support positive project perception
- Financial Management
- Develop and manage budgets across multiple development projects
- Optimize cost control without sacrificing quality or compliance
- Work with finance teams to ensure project funding and forecasting accuracy
- Municipal Assumption & Close‑Out
- Ensure readiness for municipal assumption through inspection coordination and final work completion
- Manage documentation, including as‑builts, warranties, and compliance certifications
- Bachelor's degree in Urban Planning, Civil Engineering, Real Estate Development, Architecture, or related field
- 7+ years of experience managing large-scale residential or mixed‑use developments
- CPA, PMP, MBA, or advanced planning credentials a plus
- Strong understanding of land use policy, zoning, permitting, and building code regulations
- Advanced project management skills with ability to deliver on‑time, on‑budget projects
- Excellent verbal and written communication skills for internal and public engagement
- High proficiency in tools such as AutoCAD, GIS, MS Project, and Procore
- Experience working closely with municipal leaders and government agencies
- Strategic thinker and collaborative leader who thrives in high‑growth environments
